The object of the procurement is the preparation of the starting points for the pre-selection of the location of the state special plan of the Tallinn Circular Railway, the assessment of relevant impacts, incl. the KSH program and the socio-economic impact analysis. The purpose of drawing up the state's special plan is to plan a public electrified railway in order to create an opportunity to redirect freight traffic towards Paldiski from the center of Tallinn (incl. Kopli freight station) and including the Ülemiste multimodal passenger terminal, faster movement of goods and increasing the competitiveness of the Estonian logistics sector. In addition to location alternatives, during the state's special plan, a technology alternative must also be chosen – whether the planned railway will be built with a gauge of 1520 mm, like the rest of today's Estonian railway network, or 1435 mm gauge like the previously planned Rail Baltic railway. Among the developed alternatives, you need to choose a suitable track gauge and the most suitable location, and prepare a detailed solution in the most suitable location.
