KID Magdeburg GmbH (KID) provides information technology and consulting services as an IT service provider to the state capital Magdeburg (LH MD) and the municipal IT UNION eG (KITU). The provision of the services provided by the KID for KITU is subject to constant change. This can also depend on the respective member requirements as well as on the technology available on the market.
KID intends to put out to tender a framework agreement with an economic operator, which will be concluded with KID and serves to meet the needs of the members of KITU a framework contract for the project-specific supply, installation and introduction of a flexible management system for (municipal) buildings and properties, contracts and administration-specific processes including GIS integration, process management and interfaces to financial accounting, Document management systems, portal solutions (OZG), etc. incl. Maintenance and German-speaking support and consulting. The framework agreement is intended to take account of the regular changes in the requirements placed on KID and its customers. The aim is to establish a partnership between KID and the contractor during the term of the contract to address the challenges associated with change.
The awarding authority has already issued a follow-up invitation to tender for a property information system. The previous Europe-wide invitation to tender for a property information system showed that the manufacturer ARCHIKART was able to assert itself with its system and that the provider offered the solution of the manufacturer ARCHIKART. The system of this manufacturer has been introduced on the basis of the invitation to tender in the municipalities that are member municipalities of KITU.
On the basis of this result, interfaces and requirements were further developed so that the existing structure in the municipalities that have purchased a property information system is continued. Due to its personnel and organizational structure, KID is not in a position to manage two systems, so a product-related tender takes place.
