This procurement concerns the transport of biowaste and packaging waste from packing garbage trucks equipped with a crane for waste collection organised by the municipality of the City of Rovaniemi. The matters presented in the procurement documents are the minimum requirements included in the service, in accordance with which the service provider ("contractor") undertakes to implement the services.
The City of Rovaniemi is one of the shareholders of the Arctic Circle Residuum Oy, while the other shareholders are the municipalities of Ranua and Pello. In accordance with Section 43 of the Waste Act, the City of Rovaniemi has transferred to it the waste management service tasks provided for by law to The Arctic Circle Residuum Oy (hereinafter the customer).
This procurement concerns waste transport arranged by the municipality in accordance with section 36 of the Waste Act in the City of Rovaniemi area, and packaging waste and biowaste generated or equivalent to housing in accordance with section 32 of the Waste Act in those areas where waste transport is transferred to the municipality.
The contract will start on 1.7.2023 with performance amounts, which are expected to grow after the first contract year. In contract areas 1–3, the obligation to separately collect biowaste from detached houses will begin in the middle of the contract period, in July 2024. This is expected to increase the emptying volumes in the middle of the contract period, and the increasing emptying volumes have been taken into account in the invitation to tender. The tender comparison is calculated according to the situation in which the biowaste collection of detached houses has started.
All collection and transport of waste in accordance with this contract notice must be carried out in accordance with the procurement documents, the contract to be concluded, the Client's instructions, the terms of receipt, the prevailing legislation and current waste management regulations.
