Support in the maintenance and further development of the ADLER and VPA applications (KONSENS)

Within the framework of the federal project KONSENS (Coordinated New Software Development of the Tax Administration - see also https://www.steuer-it-konsens.de/), the development and use of Germany-wide uniform software in the area of the state tax authorities is taking place. By way of the division of tasks, the State of Hesse is responsible for the development and maintenance of the applications ADLER (Administrative Database Wage Tax Assistance Associations) and VPA (Power of Attorney Process Adapter). Both applications are operated as central production facilities (ZPS) in Hesse.

The application ADLER (Verwaltungsdatenbank-Lohnsteuerhilfevereine) is a web application that is based on Java technologies and data management using Oracle database systems on the client and server side. Linux is used as the operating system.

The VPA (Power of Attorney Process Adapter) is a server application based on Java technologies and data storage using Oracle database systems. Linux is used as the operating system.

It must be taken into account that all application developments in KONSENS are subject to the regulations of the technical target architecture designed for KONSENS. With regard to server applications, this means in particular the consideration of central KONSENS components, which are used, for example, to control the states of case processing or cross-procedural processes.

The Contractor shall ensure that the following services are provided to support HZD's application developers in the development and maintenance of services in the field of ADLER and VPA:

• Coaching of HZD's internal application developers in familiarizing themselves with the application design as well as in the maintenance and further development of ADLER and VPA.

• Support in application design and in the implementation of technically and professionally necessary adjustments in the area of maintenance and further development of the functional scope of ADLER and VPA.

• If required, support in the process support ADLER and VPA and in the process operation of the central KONSENS production facilities (ZPSs) ADLER/VPA.

• If required, support for ticket processing in the context of ADLER and VPA.
