The framework agreement is concluded between the supplier (bidder of the tender who wins the contract for the respective lot) and the drinking water association Stader Land

The contract shall be awarded to the most economical tender meeting the terms of the invitation to tender. The sole award criterion is the lowest price.
The scoring is carried out according to the following procedure:
The offer price (net price) offered by the bidder for the respective price group is multiplied by the stated forecast consumption in the reference year of the respective participants for the respective price group. The results for each price group determined in this way are added together. The bidder with the lowest overall result determined in this way is awarded the contract.
In the event of price equality of the result determined in this way, the amount of the surcharge demanded by the bidder for small orders that do not exceed a value of EUR 1,000 per unloading point shall be decisive on the respective invoice amount. (The lower, the better score). For the evaluation, it is assumed that this case occurs 2 times in the year of delivery on an invoice amount of € 1,000 each.
If there is still price equality, the decision will be made by lot, drawn by the managing director of the Stader Land drinking water association in the presence of a representative of the audit office.
If no economic offer is received, the invitation to tender will be cancelled. Costs for processing the offers will not be refunded.
