The contracting authority hereby invites tenderers to participate in an open tender competition for establishing framework agreements for legal services for the municipalities of Nord-Fron, Sør-Fron and Ringebu.

These municipalities have a collaboration on public procurements and this involves i.a. that several tenders such as this are carried out jointly.

The contracting authority is not a legal entity and will therefore enter into separate contracts; i.e. That contracts for the municipalities of Ringebu, Sør-Fron and Nord-Fron will be entered into with the respective municipalities.

The contracts will have a 2-year duration with the possibility of options for 1 year + 1 year.

Nord-Fron Municipality is responsible for the implementation of the tender competition.

The contracting authority will have a need for legal services in the form of:

— legal advice such as written reports, ongoing guidance by telephone or in meetings, quality assurance of work designed by the contracting authority,

— assistance in connection with negations and other meetings,

— assignments as process counsel on behalf of the contracting authority.

The tenderer must offer expertise within legal services for the following legal areas:

— public procurements,

— real estate legislation,

— agreement and contract law,

— labour legislation,

— law of damages,

— law of local government,

— administrative law,

— planning law,

— expropriation and discretion.

The legal areas around power and power-related property tax are not included in the contract.

Regardless of this competition, it is assumed that the municipality is free to use free legal assistance from public bodies and legal assistance resulting from membership.
