The primary goal is to activate benefit recipients in SGB II receipt, to stabilize them according to the respective need for action and thus to introduce them to the employment market. Activation and stabilization are supplemented by intensive socio-educational support. Participants in the measures according to §16 e and 16 i, SGB II receive the necessary socio-educational support as part of the individual coaching.

The measure must support the activation of the participants and thus improve their integration prospects. A flexible entry and a service tailored to the individual needs of the participants must be ensured. Here it must also be possible for the personal contact person to assign customers at short notice and for these participants to receive immediate assistance. The overall concept (content, implementation and methodology) lies in the bidder's freedom of design. The bidder has to align the content in such a way that as many participants as possible are integrated. The contents under B.2 are specified as a minimum standard and must be integrated accordingly into the overall concept.
