The object of this contract is the appointment of an authorized social secretariat (affiliated to the USS - Union of Social Secretariats of Belgium) to offer a global solution to the fund, integrating time management and payroll management.
The object of this contract is the appointment of an authorized social secretariat (affiliated to the USS - Union of Social Secretariats of Belgium) to offer a global solution to the fund, integrating time management and payroll management.
Currently, Securex provides this service to the fund for its 170 employees. The service agreement with Securex expires on 31.12.2019.
The services which are the subject of this contract must meet the following needs:
- wage administration, which includes among other things:
- calculation of the payroll, at the rate of 2 runs per month,
- presence / absence,
-- overtime,
- meter management,
- meal vouchers calculation,
- eco-checks calculation,
- holiday pay,
- end of year bonuses,
- bonus CCT90,
- payroll seizures,
- severance payments,
- automatic adjustment of the scales (annual),
- a self-service portal and a mobile application for employees and managers, offering the following functions:
- leave requests / approvals,
- scores,
- correction / validation of the scores,
- declaration of absences and diseases,
- access to electronic documents (pay slip, tax card, etc.),
- the automatic transfer of data to the internal applications of the fund:
- ERP,
- salaries by cost center,
- automatic creation of employees,
- absences, holidays, etc.
- CRM,
- automatic creation of employees,
- absences, holidays, etc.
- a recruitment management module:
- receipt of applications, CVs, and cover letters,
- consultation and selection of CVs,
- automatic creation of the file used,
- others:

- dashboard,
- legal documents & declarations,

- in addition, the tenderer will propose the following options:
- skills management module,
- training module.
The services to be procured will be set up on 1.1.2020, preceded by a period of parallel runs of 3 months; it will include the transfer of the career history of the employees as well as any other historical data necessary to ensure the good continuity of the salary administration, and to fulfill all the legal obligations.
