Procurement of a virtual reality training area
The subject of the procurement is a virtual reality training area along with police situation simulations for the police authorities of the state of Hesse at the University of Applied Sciences for Public Management and Security.
The aim of the procurement is to transfer police training content into Virtual Reality (VR) and to supplement existing training content with virtual training scenarios and to optimize the teaching of necessary competencies of the officers to be trained. One approach in this regard is police operational training, which is currently taking place in the Operational Training Centres (ETC) of the police and the University of Applied Sciences for Public Management and Security ("HöMS"), among others. Here, a VR version of an ETZ is to be set up in order to make the simulation of police actions and scenarios more realistic on the available training area of at least 10m x 10m with a wide variety of floor plans, scenarios, environmental conditions, time of day and lighting situations, as well as with the support of computer-generated "Non-Player Character" or "Non-Playable Character" (NPC).
The possibilities of an individual, fast and semi-automated debriefing of the training scenarios with this technique as well as a standardized and comparable exercise structure are intended to increase both the individual error correction and the comparability of the performance of the exercise participants. In the sense of harmonization, the system to be procured is also to be used in the future for other areas of education and training as well as for evidence and reconstruction and, last but not least, in the field of research, in order to be able to evaluate the degree of optimization and, if necessary, existing savings potential.
In the course of the planned proof of concept (POC), in addition to the practical suitability of the systems, compatibility with systems that may be procured later will also be considered. For this reason, in addition to the obligatory purchase of one system, an optional delivery for another two systems is planned for the state of Hesse.
Due to the close cooperation with other police forces of the federal states and the federal government, an optional procurement of six additional systems is also planned for program participants as part of the "Police 2020" (P20) program.
