The subject of the contract is the provision of services the subject of which is the collection and management of municipal waste from the owners of real estate on which residents live in the city and municipality of Karczew, and waste delivered by residents to the Selective Municipal Waste Collection Point. The subject of the contract has been divided into three (3) Parts of the contract, according to the description and information contained in points II.2.1) of this Notice. The subject of the contract will be specified in detail in the procurement documents, i.e. the Specification of the Terms of the Contract "hereinafter referred to as SWZ" with attachments. The above-mentioned documentation is attached to this Announcement and is available at the address indicated in point I.3) of this Announcement. The procedure is conducted in the form of an unlimited tender (Article 132 of the PPL Act).

The object of the order is the collection and development of municipal waste from the owners of the property on which the inhabitants reside (hereinafter real estate), in the rural area of the Karczew Municipality, excluding multi-family buildings. The execution of the order includes, inter alia

1) collection and development of municipal waste from real estate residing in the rural area of the Karczew Municipality, covering the localities of Brzezinka, Kissing, Glinki, Janów, Kępa Nadbrzeska, Kosumce, Łukówiec, Nadbrzeż, Ostrówek, Ostrówiec, Otwock Mały, Otwock Wielki, Piotrowice, Sobiekursk, Władysławów, Convenience;

2) drawing up monthly protocols and accounts of the types and quantities of waste received from residents;

3) drawing up schedules for the collection of waste and delivering it to residents;

4) Equipment of properties covered by the list, which the Contracting Authority shall transmit to the Contractor, with containers and bags for the collection of waste mixed and collected selectively and the maintenance of the containers in appropriate technical condition. The containers must meet the conditions laid down in the Regulation of the Minister of Climate and Environment of 10 May 2021 on how to selectively collect selected waste fractions (Journal of Laws of 2021, item 906);

5) the provision of vehicles in quantity and with a capacity that guarantees the proper implementation of the service, with the frequency specified in the Detailed Subject Description of the Order;

6) transfer of municipal waste for recovery or disposal in accordance with the provisions of applicable law and the principle of proximity (Article 20 of the Act of 14 December 2012 on waste – consolidated text Journal of Laws of 2022, item 699, as amended) in accordance with the location of the Municipality of Karczew.

Estimated amount of waste to be collected and managed – 1 871 Mg.

The detailed scope of the subject of the contract is specified in the Detailed Description of the Subject of the Order, constituting the Annex. No. 1.1 to SWZ. The Contractor is obliged to execute the order on the terms and conditions described in the Draft Provisions of the Zał. No. 2.1 to SWZ. The annexes are listed in detail in point 39 of the SWZ. The object of the order is the collection and development of municipal waste from the owners of the property, on which the inhabitants reside (hereinafter real estate), on the territory of the single-family development of the City of Karczewa and waste supplied by the residents to the Selective Waste Collection Point Communal. The execution of the order includes, inter alia

1) the collection and development of municipal waste from real estate (single-family development), on which residents live within the administrative boundaries of the City of Karczew and the Selective Collection of Municipal Waste (PSZOK);

2) drawing up monthly protocols and accounts of the types and quantities of waste received from residents and collected in the PSZOK;

3) drawing up schedules for the collection of waste and delivering it to residents;

4) equipping the properties covered by the list, which the Ordering Party will provide to the Contractor, with containers and bags for collecting mixed and separately collected waste and maintaining the containers in appropriate technical condition. Containers must meet the conditions set out in the Regulation of the Minister of Climate and Environment of 10 May 2021 on the method of separate collection of selected fractions of waste (Journal of Laws of 2021, item 906);

5) providing vehicles in the number and capacity guaranteeing proper performance of the service, with the frequency specified in the Detailed Description of the Subject of the Order;

6) transfer of municipal waste for recovery or disposal in accordance with the provisions of applicable law and the principle of proximity (Article 20 of the Act of 14 December 2012 on waste – consolidated text Journal of Laws of 2022, item 699, as amended) in accordance with the location of the Karczew Municipality;

7) service of PSZOK located at Ciepłownicza 1 Street in Karczew, i.e. ensuring the functioning of PSZOK 1 time per week: every Saturday of the month from 8.00 a.m. to 3.00 p.m. (7 hours), whereby the Ordering Party allows the Contractor to change the day or opening hours of PSZOK, while maintaining the number of hours specified in the previous sentence, provided that the Ordering Party agrees to this change in writing and provided, that such information will be provided in advance to allow notification to residents at the latest 7 days before the date of this change. The change shall not be permanent;

8) the performance of activities related to, inter alia, opening and closing of PSZOK, control of persons importing waste, receiving waste and its proper management, supervision of proper segregation of waste imported by residents, maintenance of cleanliness and order in the territory of the PSZOK and in its immediate vicinity;

9) equipping PSZOK with containers and containers used to collect waste - in accordance with Section II point 3.12 (in the Detailed Description of the Subject of the Order);

10) surveillance during the operation of the PSZOK as defined in point 7 above and in any case where municipal waste is contained on the premises of the PSZOK-until the receipt of this waste from the PSZOK. The supervision obligation will be considered to be fulfilled if the Contractor covers the PSZOK with vision monitoring at the time referred to in the previous sentence.

Estimated amount of waste to be collected and managed: City – 2 431 Mg.

Estimated amount of waste to be collected and managed: PSZOK – 855 Mg.

The Contractor is obliged to execute the order on the terms and conditions described in the Essential Provisions of the Agreement. No. 2.2 to SWZ. 1) collection and management of municipal waste from real estate on which residents live in multi-family buildings in the Karczew Commune (m.in Osiedle Ługi, TBS multi-family buildings in Otwock Mały, SuperDrob buildings in Karczew and Nowy Karczew housing estate at Częstochowa Street in Otwock Mały);

2) drawing up monthly protocols and accounts of the types and quantities of waste received from residents;

3) drawing up schedules for the collection of waste and delivering it to residents;

4) Equipment of properties covered by the list, which the Contracting Authority shall transmit to the Contractor, with containers and bags for the collection of waste mixed and collected selectively and the maintenance of the containers in appropriate technical condition. Containers must meet the conditions laid down in the Minister of Climate and Environment of 10 May 2021 on how to selectively collect selected waste fractions (Journal of Laws 2021, item 906);
