The subject of this call for tenders is a follow up study on anti-fraud and anti-corruption practices in the European Structural and Investment (ESI) Funds.
In order to assist Member States in the fight against fraud in ESI Funds, the Commission has been implementing a range of capacity building activities. Public procurement is considered one of the risk areas for fraud and corruption. Almost half of the ESI Funds are spent through public procurement in the Member States. Therefore, the Commission offers many capacity-building tools/actions in the area of public procurement.
The global objective of the contract will be to contribute to capacity building on anti-fraud and anti-corruption in Member State authorities in the context of implementing the European Structural and Investment (ESI) Funds. The key tasks to be performed under the contract are:
— scoping and in-depth analysis of anti-fraud and anti-corruption practices in ESIF management — preparation of content for execution of Tasks 2 and 3,
— develop a video based e-learning module as an introduction to anti-fraud and anti-corruption in ESI funds (basic level knowledge),
— develop an on-line capacity building module for a more advanced level in the form of a toolbox of anti-fraud and anti-corruption practices based on cases studies and good practice examples,
— develop a proposal on the promotion and roll out for wide use of the developed capacity building and e-learning modules by the Member State authorities.
