FTTH expansion of the buildings in Main-Kinzig district (expansion cluster) and connection to the existing network of broadband Main-Kinzig GmbH

Through its subsidiary, Wideband Main-Kinzig GmbH (client), the Main-Kinzig district has established a virtually nationwide passive broadband and fiber optic network for VDSL with bandwidths of between 25 and 50 Mbit/s in the district area since 2012. At the beginning of 2021, it was decided to open up all buildings in the entire district area with the exception of the city of Hanau (but with Hanau Klein-Auheim and Hanau Mittelbuchen) with FTTH, provided that the buildings were allowed to be developed in accordance with funding guidelines (gigabit; FTTH migration) and no self-economic expansion takes place. This is based on the federal government's “gray spots funding program” adopted at the end of April 2021, according to which the take-up threshold was increased from 30 Mbit/s to 100 Mbit/s initially.

For this purpose, Breitband Main-Kinzig GmbH intends to provide civil engineering and assembly services for the turnkey construction of passive infrastructure, starting from the existing network, including approval and execution planning based on a functional service description up to the building (FTTH), including the connections for active to procure technology. The expansion takes place in up to 146 expansion clusters.

The service to be allocated is divided into two lots:

• Lot 1 concerns the direct procurement of civil engineering and assembly services for 10 expansion clusters in the municipalities of Jossgrund (4 expansion clusters), Flörsbachtal (1 expansion cluster), Hanau-Mittelbuchen (1 expansion cluster), Schlüchtern (1 expansion cluster), Bruchköbel (1 expansion cluster) and Nidderau (2 expansion clusters).

• For the remaining up to 136 expansion clusters still affected by the expansion project of Breitband Main-Kinzig GmbH, civil engineering and assembly services within Lot 2 are initially to be awarded on the basis of a multi-partner framework agreement with a maximum of eight contractors. The call for specific services is awarded on the basis of so-called mini-competitions between the contractors of the framework contract.

The contractor's scope of services includes all civil engineering work related to fiber optic expansion, installation of fiber optic distributors, fiber optic installation, including approval and execution planning in accordance with the functional specifications.

The client provides rough planning (in the sense of preliminary planning) based on GIS and ALK — for lot 1: as part of this award procedure; for lot 2: as part of the mini-competitions. Application procedures and coordination with authorities and management bodies must be carried out by the contractor (s) on this basis.

The call for tenders does not cover the building materials required for grid expansion (with the exception of small materials such as sand, pipe terminations, deep earthing devices, etc., in accordance with the functional specifications). These are provided by the client.

Initial contingent for setting up 10 expansion clusters

Lot 1 concerns the direct procurement of civil engineering and assembly services for 10 expansion clusters with the following framework parameters:

• Expansion of 10 FTTH expansion clusters (connections) consisting of 12 districts in 6 municipalities (Flörsbachtal — Lohrhaupten; Jossgrund — Pfaffenhausen; Jossgrund — Lettgenbrunn (2 expansion clusters); Jossgrund - Oberndorf, Burgjoss; Hanau — Mittelbuchen; Bruchköbel — Oberissigheim; Nidderau - Windecken, Ostheim; Nidderau - Heldenbergen, wind corners; Schlüchtern).

• The length of the network to be built with civil engineering is calculated to be up to 135.3 kilometers for HP in order to reach the up to 5,555 buildings (the significant majority of them fortified).

• Depending on the number of buildings actually to be developed (current assumption about 60% of all buildings that can be expanded), approximately 10 meters of civil engineering must also be completed on average for each house introduction to be carried out.

• In addition, a total of around 85 NVTs and about 21 SVTs, as well as the fiber optic feeder network (144 fiber) between SVT and nVt and the fiber backbone network between SVT and POP, are mainly to be provided in the existing network.

• Fiber optic connections (12 fiber and in a few cases 48/72 fiber) must be provided between NvT fiber optic distributors and the buildings with an average of around 220 meters to connect the buildings.

Conclusion of a multi-partner framework contract for the procurement of civil engineering and assembly services

Lot no. 2 concerns the conclusion of a multi-partner framework contract for the procurement of civil engineering and assembly services on the basis of so-called mini-competitions and has the following framework parameters:

• Expansion of up to 136 FTTH expansion clusters.

• The length of the network to be built with civil engineering amounts to up to 1.05 million meters in order to reach the up to 40,400 buildings (the significant majority of them fortified).

• Depending on the number of buildings actually to be developed (currently around 40,400), approximately 10 meters of underground construction must also be completed on average for each house introduction to be carried out. For a further 4,300 buildings, an individual decision will be made on the expansion during the course of the project.

• In addition, a total of approximately 724 NVTs and approx. 204 SVTs, as well as the fiber optic feeder network (144 fiber) between SVt and nVt and the fiber backbone network between SVt and POP, are mainly to be provided in the existing network.

• Fiber optic connections (12 fiber and in a few cases 48/72 fiber) must be provided between NvT fiber optic distributors and the buildings with an average of around 220 meters to connect the buildings.

The framework agreement has a term of 4 years.
