1.1. Darlington Borough Council seeks to appoint a consultant to develop a monitoring and evaluation framework and write the Evaluation Report for the delivery phase of its Stockton & Darlington Railway project, covering both the activity programme and aspects of the capital programme funded by the Heritage Fund.
1.2. The delivery phase is expected to run from May 2024 until the conclusion of the project in December 2027
