The Office for Students (OfS) is the regulator of higher education in England. The OfS has implemented a revised approach to regulating student outcomes, known as revised condition B3, which came into operation from October 3, 2022. As part of a wider programme of activity to evaluate the introduction of the revised condition, the OfS is seeking a supplier to conduct an impact evaluation of the condition in six providers. These six cases each look to uncover and explain the impact of the revised condition in the respective providers in terms of behaviour change, with robust evidence for the causal pathways and the ruling out of alternative explanations.
