The objective of the procurement to fulfil the need for nursery school places and shelter accommodations in the municipality. The procurement will occur through a pre-qualification and competition with negotiations leading to award of contract to a suitable service provider. At the time of the announcement, the Contracting Authority had not made a final decision on the execution model. The Contracting Authority will have made a final decision regarding the execution model well before the expiry of the application deadline.

The target for completion of the project is in Autumn 2018. To achieve this target, the Contracting Authority must fine an affective execution model that over time also secures price and quality. Achieving framework permission will be critical for the selection of the execution model.

The contract consists of the following:

— Design (First and foremost relevant if the Contracting Authority selects partnering contract with design in the competition phase).

— Engineering design.

— Development.

— Preparation of FDVS plan for the project.

The tenderers shall also, in the competition phase, approve the life cycle costs of the selected solution.

The objective for this phase of the procurement process is to pre-qualify a minimum of 3 and maximum of 5 tenderers, who will be invited to submit tender offers in the negotiated competition.

Both individual companies and groups of several companies (consortiums) can apply to be pre-qualified.
