The Finnish Border Guard (in Finnish Rajavartiolaitos, hereinafter referred to as "Contracting Authority"), on behalf of itself and of the Finnish National Police Board (in Finnish Poliisihallitus), requests tenders for providing initial verification and calibration verification services for evidential breath analyzers that are used for determining the presence of controlled substances in exhaled breath. The purpose of the procurement is to procure verification services to ensure accurate and reliable operation of the evidential breath analyzers in law enforcement use. The requirements and specifications for these services are detailed in this Call for tenders and its annexes.

This contract is divided into two lots:

1. Initial verification

2. Calibration verification

Tenders can concern either one of the lots or both lots.

The Contracting Authority is procuring initial verification and calibration verification services for approximately 240 evidential breath analyzers during the contract period. The model of the evidential breath analyzer is Intoxilyzer 9000 (hereinafter referred to as "Device") manufactured by CMI Inc. The technical details of the Device are presented in Annex 1.

The Contracting Authority estimates that each participating community will be procuring verification services to the following number of Devices:

The Finnish Border Guard - approx. 40 Devices

The Finnish National Police Board - approx. 200 Devices

The Finnish Border Guard is responsible for conducting the tendering competition regarding this procurement. The Finnish Border Guard and The Finnish National Police Board will sign their own contracts with the Service provider based on the contract award decision issued by The Finnish Border Guard.

Evidential breath analyzers must not be put into service until their conformity and reliability have been verified. Verification of evidential breath analyzers before commissioning include checking the structure and operation of the device and comparing the measurement results with the maximum permissible inaccuracy limits.

The requirements for the initial verification service are specified in Call for tenders section "Procurement object criteria, General criteria of the sub-area".

Initial verification must be carried out by a neutral third party. Thus the Service provider shall be neutral and independent in regard to the manufacturer of the Device.

The Contracting Authority estimates that the first orders for initial verification service will be made without delay after the signing of the contract, and that the service need will be emphasized during the first three years of the contract.

Evidential breath analyzers undergo annual maintenance at the Contracting Authority's maintenance service provider's premises in Sweden. After the annual maintenance, a calibration verification must be performed to the Device. The purpose of the calibration verification is to ensure the Device's accurate and reliable operation before returning it to service.

The requirements for the calibration verification service are specified in Call for tenders section "Procurement object criteria, General criteria of the sub-area".

Calibration verification must be carried out by a neutral third party. Thus the Service provider shall be neutral and independent in regard to the manufacturer of the Device.

The Contracting Authority estimates that the first orders for calibration verification service will be made during Q3-Q4 2022.
