support for the consultation prior to the sizing and construction of an energy recovery unit in the municipality of Plouharnel
This framework agreement, which is partly carried out by means of the issuance of purchase orders, concerns a mission to support the consultation prior to the sizing and construction of an energy recovery unit in the municipality of Plouharnel.
The services are divided into two parts:
- a fixed part at a global and fixed price. The latter covers the performance of the following missions as described in the CCTP:
- scoping and kick-off meeting;
- Context study, definition of the strategy, action plan;
- Creation of departmental and regional maps of waste treatment stakeholders;
- Interim steering and progress meeting;
- Presentation report of the "zero" or "status quo" scenario and the project scenarios;
- Interim steering meeting, presentation of the strategy and scenarios;
- preparation of a deliberation and a declaration of intent;
-display;
- Elaboration of the consultation file
- Design and launch of a consultation website;
- Organization and facilitation of a meeting of the "Waste-to-Energy Unit (UVE) project" working group with associations and designated partners;
- organization and facilitation of an opening public meeting;
- organization and facilitation of a thematic workshop;
- organization and facilitation of a public summary meeting;
- Carrying out a review of the consultation;
- a purchase order part: depending on the needs and conclusions of previous assignments, the contracting authority reserves the right to issue purchase orders relating to:
- additional meeting of the UVE working group with associations and partners, including organisation and facilitation of the meeting;
- additional thematic workshop, including organization and facilitation of the meeting;
- Creation of information panels (in accordance with the CCTP);
- Additional days of intervention according to the different profiles of the intervener.
The framework agreement is not divided into tranches within the meaning of Articles R 2113-4 to R 2113-6 of the French Public Procurement Code.
This framework agreement shall be concluded for a period of 48 months from its notification. It cannot be renewed.
For the fixed part with a global and fixed price, the services will be remunerated according to the amount indicated per mission in the breakdown of the global and fixed price.
For the purchase order part, the services will be remunerated by applying the prices of the "unit price list - purchase order part" to the quantities actually executed.
The services provided by the purchase order party are likely to vary, over the duration of the framework agreement, i.e. 48 months, within the following limits:
- minimum amount: No minimum amount,
- Maximum amount: 130,000 euro (excl. VAT).
The service provider or team must have the skills required to carry out this type of mission, namely:
- expert in prior consultation with guarantor, with or without referral to the National Commission for Public Debate (CNDP),
- expert in the facilitation of public meetings,
- expert in waste treatment (including incineration) and energy recovery of waste,
- Communication officer,
-graphic artist.
