the purpose of this contract is to provide intellectual assistance and consulting services for the benefit of the DGOS Primary Appeal Office for prospective and strategic analysis missions in the context of the organization of the Hélismur offer and the air transport of patients, in metropolitan France and in the overseas territories

this contract consists in accompanying the DGOS First Appeal Office within the framework of its competence over helicopter emergency and resuscitation structures. It is a question of participating in prospective and strategic reflections concerning the evolution of Hélismur needs on which the DGOS may be required to provide an opinion or arbitration. The services mainly concern the analysis of the needs of evolution of the helicopter fleet, concerning in particular the locations of the bases and the territorial network, the monitoring of the evolution of the markets concluded by the health institutions, the regulations and the evolutions inherent in the safety of the bases and in flight. This work should enable the DGOS to be able to identify, anticipate and, where appropriate, prioritise the possible financing needs of the ARS.
