1. The subject of this order is the implementation of the common part of eCareMed projects, i.e. the delivery of: eCareMed Communication Server Software Gateways (BOSK).

2. The delivery specification is contained in Appendix No. 1 to this SWZ ("Offer Form"), and the detailed characteristics are attached to Appendix No. 2 ("Price Form") and Appendices No. 3, 3.1, 3.2 and 3.3 ("Description of the subject of the contract", "Technical documentation of communication of integration and business interfaces of the CareMed platform", "Technical documentation of the distributed regional platform as part of the eCareMed project")

3. The contracting authority conducted preliminary market consultations (formerly technical dialogue). Measures to prevent distortion of fair competition (Article 85(1) and (2) of the PPL Act): extension of the deadline for submission of tenders, publication of materials on the website-http://www.szpital.rybnik.pl/pl/pages/grupa-purchase-ecaremed and in Annex 3.3 to the SWZ.

1. The subject of this order is the implementation of the common part of eCareMed projects, i.e. the delivery of: eCareMed Communication Server Software Gateways (BOSK).

1.1. The subject of the contract is in particular:

1) Design, implementation and implementation of the Communication Server Software Gateway (abbreviated as BOSK) described in Appendices No. 3, 3.1, 3.2, 3.3 to this SWZ;

2) Adaptation of the HIS system to the requirements in accordance with Annex No. 3, 3.1, 3.2, 3.3

3) Provision of Warranty Services,

4) Delivery of all Software necessary for the comprehensive implementation of the System.

1.2. A detailed description of the subject of the contract is attached as Annex 3, 3.1, 3.2 to this SWZ.

1.3. BOSK is located in a medical entity included in the eCareMed regional platform. Basic functionalities:

a) exchange of medical and imaging documentation between medical entities (included in the eCareMed platform as well as external ones);

b) downloading information on medical events and medical documentation produced in the medical entity;

c) handling the eRegistration process and eAdvicement for Patients from the level of the eCareMed and IKP portal websites;

d) handling the process related to Patients' access to medical documentation as part of the eCareMed portal website;

e) providing information entered by Patients in eQuestions available on the website of the eCareMed portal;

f) making information available as part of the eCare system;

g) sending information on medical documentation within the Regional Register of Medical Records and the Regional Register of Consents in the scope not indexed in P1;

h) exchange of information within the framework of the Regional Patient Register;

i) downloading data contained in medical records https://rejestrymedyczne.csioz.gov.pl/ to the ZSIS system

j) providing data for the Analytical module, including anonymized;

k) mediation in the process of verification and granting of the Unique Patient Identifier;

Each of the above requirements should be parameterized, by which the Ordering Party understands the possibility of enabling / disabling functionalities and their configuration.

1.4. The module is responsible for two-way communication of the local medical system (ZSI) in the medical entity with OSK:

a) with a medical module,

b) with the electronic medical records module,

c) with PACS/VNA module for imaging data,

d) with the REDM module.

1.5. The e-CareMed regional platform is made up of geographically dispersed OSKs cooperating with each other.

1.6. All modules must comply with the CEZ and IHE guidelines for the exchange of patients' medical records to the extent required.

1.7. The implemented and serviced System must meet the requirements of the Regulation of the Council of Ministers of 12 April 2012 on the National Interoperability Framework, minimum requirements for public registers and exchange of information in electronic form and minimum requirements for ICT systems (i.e. Journal of Laws of 2017, item 2247, as amended) – hereinafter referred to as: KRI.

1.8. The delivery specification is contained in Appendix No. 1 to this SWZ ("Offer Form"), and the detailed characteristics are attached in Appendix No. 2 ("Price Form") and Appendices No. 3, 3.1, 3.2 and 3.3 ("Description of the subject of the contract", "Technical documentation of communication of integration and business interfaces of the CareMed platform", "Technical documentation of the distributed regional platform as part of the eCareMed project") appropriate for medical entities of the Medical University of Warsaw and the Beskid Oncology Center and medical entities for which the Leader in the project is the Medical University of Silesia in Katowice)

In accordance with Article 257 of the PZP Act, the Contracting Authority provides for the possibility of annulment of this procedure if the public funds which the Contracting Party intended to allocate to the financing of all or part of the contract are not granted to it.
