Framework agreement for the provision of services relating to employer branding, recruitment and selection, assessment and development methods, and outplacement

The contract aims to develop a framework agreement with various providers to provide employer branding, recruitment and selection of permanent and temporary profiles, assessment and development methods services and outplacement services. As ONDRAF is a public body subject to legislation on language frameworks, the services provided must be provided in both national languages (Dutch and French).

Publication of job offers in general and specialized media, including copywriting and employer branding

ONDRAF wishes to use general and specialized media as part of its recruitment and employer branding activities, which includes copywriting and the publication of job offers.

Recruitment of ICT-related profiles

ONDRAF wishes to designate up to three service providers (specialized or general offices) per vacancy to carry out the recruitment and selection procedures for information and communication technology profiles, information, data and knowledge management profiles and information security profiles.

Recruitment of scientific profiles (engineers, bioengineers and scientists)

ONDRAF wishes to designate up to three service providers (specialized or general offices) per vacancy to carry out the recruitment procedures in order to select candidates with a scientific and engineering profile as ONDRAF staff.

The mission includes both the search and the selection of collaborators for ONDRAF. Candidates proposed by the selection office must meet the predefined qualitative and technical criteria, in accordance with the description and competencies of the function. A clear and objectively demonstrable relationship must be established in terms of experience, expertise and relevant occupational requirements.

In addition, it will concern different profiles for functions of executives, project managers and specialists. The link to the CV-Warehouse tool must be provided.

The three selected service providers will be put in mini-competition for each mission.

Recruitment of financial profiles

ONDRAF wishes to designate up to three service providers (specialized or general offices) to carry out recruitment procedures in order to select candidates with a financial profile as ONDRAF staff. The mission includes both the search and the selection of collaborators. Candidates proposed by the selection office must meet the predefined qualitative and technical criteria, in accordance with the description and competencies of the function. A clear and objectively demonstrable relationship must be established in terms of experience, expertise and relevant occupational requirements. In addition, it will concern different profiles, including for managerial and specialist functions. The link to the CV-Warehouse tool must be provided.

The mission includes both the search and selection of senior management profiles in a particular area of expertise of ONDRAF. Candidates proposed by the selection office must meet the predefined qualitative and technical criteria, in accordance with the description and competencies of the function. A clear and objectively demonstrable relationship must be established in terms of experience, expertise and relevant occupational requirements. In addition, it will concern different profiles, including for managerial and specialist functions. The link to the CV-Warehouse tool must be provided.

A clear and objectively demonstrable relationship must be established in terms of experience, expertise and relevant occupational requirements. Assessment and development centres in the context of internal mobility (growth) and recruitment

ONDRAF wishes to appoint a successful bidder to set up assessment and development centres to support the hiring decision and to obtain an objective picture of a given person's potential for well-defined positions within the organization, in the context of a possible promotion or change of position.

The engagement shall include an interview with the developer, the establishment of assessment or development centres, including psycho-technical tests, of skills and abilities in support of the selection procedures, and the provision of advice and reports to the contracting authority.

The various tests include simulations, group skills tests, presentations, role plays or other tests depending on the position to be filled. Selected individuals must undergo high-quality evaluation programmes relevant to the selection procedure and the position in question. The aim is to determine whether they have the expected and/or likely to be developed skills to perform the work and whether they have the expected work attitude, intelligence, personality and skills.

The assignment also involves a full written report and advice, as well as oral feedback at the request of the client and the employee concerned.

Proposal of outplacement to dismissed employees who are entitled to it.

ONDRAF is looking for a successful bidder that operates throughout Belgium (at least one site per province), offering individual and collective outplacement services.
