The location Kinderklinik Dritte Orden Passau of the Kliniken Dritte Orden gGmbH Munich is a center for child and adolescent health in Eastern Bavaria and a powerful facility for inpatient and outpatient care of children and adolescents, which combines modern medicine with a long sense of tradition.
The children's clinic is included in the hospital plan of the Free State of Bavaria with a total of 80 planned beds and 5 semi-inpatient beds (places) in the field of pediatric surgery and paediatric and adolescent medicine. In addition to the specialties of pediatrics, neonatology and pediatric surgery, 12 beds and 3 places have been operated as a pediatric psychosomatic unit within pediatrics for about 15 years. The children's hospital also operates a large social paediatric centre (SPC).
In close cooperation with the neighbouring district hospital Passau (specialist clinic for child and adolescent psychiatry and psychotherapy), a new operating concept for psychosomatics at the Passau Children's Hospital has been developed with the result that psychosomatics at the location is to be strengthened.
With an application dated 15.09.2021, the rededication of 10 beds for future use for paediatric psychosomatics was therefore submitted to the StMGP and approved on 15.12.2021. In 12/2022, the space and function program was approved by the StMGP for the expansion and structural improvement of pediatric psychosomatics with 900m² of eligible floor space.
The children's clinic also operates a vocational school for nurses, which has grown continuously and can no longer be operated adequately in the existing building. By decision of the government of Lower Bavaria of 26.10.2022, the number of training places of original. 60 and since 2019 72 now approved to 75 places from the school year 2023/2024. Derived from this, a target space program with 449m² of eligible usable space was developed at the end of 2022 for the structural improvement and expansion of the vocational school for nursing.
In order to further develop the location with regard to the above-mentioned requirements, target planning considerations for structural improvement were made in 2021 and 2022 in close coordination with the State Ministry of Health and Care and the Government of Lower Bavaria and basic investigations and preliminary planning were initiated.
In 12/2022 and 01/2023, two applications for advance determination in an annual hospital construction program were submitted to the government of Lower Bavaria with the aim that both measures will be included in the annual hospital construction program 2023 in summer 2023:
• PSO - Extension and structural improvement of pediatric psychosomatics
• FSO - structural improvement and expansion of the vocational school for nursing
If both measures are successfully included in the annual hospital construction programme 2023, joint planning, tendering and construction of the two measures is planned from work phase 3 (LPH 3) in order to achieve a speedy project process and thus reduce costs and minimise interfaces.
It should be noted, however, that these are two projects to be considered separately in terms of costs, for each of which individual construction and equipment plans and proof of use must be submitted. From LPH 3 onwards, the costs must therefore continue to be created and tracked separately.
The following cost estimates were determined in LPH 2 (according to DIN 276 (2018) in € gross):

• KG 600: 43,092 € (loose sanitary equipment)
• KG 700: € 3,013,265.47 (ancillary construction costs, 35% of KG 200-600)

Planning interfaces to medical technology / plant group 7:
Due to the planning tasks, it is not intended to commission a separate specialist planning office for the specialist planning services of the technical equipment to be provided in accordance with § 53 HOAI, plant group 7 (use-specific systems, here medical technology), since the required services can be provided by the other planning parties (object planning buildings and interiors and specialist planning offices of the technical equipment).
Within the framework of the preliminary design planning, the following responsibilities were defined, which will be the planning task for the following planning offices in the same form for the further work phases 3-9:
• KG 473 - Medical gases - Services of MEP planning HLSK according to § 55 HOAI
• KG 473/600 – Fixed installations and loose equipment for clean/impure workspaces – Services of MEP planning HLSK according to § 55 HOAI
• KG 380/600 - Medical furniture, fixed installations and loose equipment - Services of object planning for buildings and interiors according to §§ 33 ff HOAI 2013
• KG 473/600 - Media rails, ceiling traffic lights, etc., also loose medical devices - Services of MEP planning ELT according to § 55 HOAI
As part of this service provision, the cooperation of the above-mentioned planning participants also requires the preparatory work to be created by a medical technology planner, such as the technical room book, a device room list and a room-by-room set-up book.
