"Winter service" means the following work: snow removal and blunting of surfaces (surfaces are asphalt, cobblestones or composite pavements) in the event of snow and ice, providing material, vehicles / equipment and operating personnel. In addition, removal and disposal of impurities caused by winter maintenance.

General:

The location and extent of the areas to be managed are set out in Appendix 1 and the associated site plans. All designated areas (squares, house entrances, sidewalks, stairs, etc.) are to be cleared of snow and, unless otherwise specified in municipal requirements, streets and squares are to be sprinkled with salt and house entrances, sidewalks, stairs with blunting agents. For the protection of animals and

Road salts must not be used in the area of house entrances, sidewalks and stairs. Exceptions exist in freezing rain and black ice in dangerous places at entrance areas and stairs. The winter service is to be carried out on one's own responsibility in accordance with the street cleaning ordinance of the city of Nienburg/Weser. Notwithstanding the Nienburg/Weser Street Cleaning Ordinance, however, the following applies: on general working days (Monday to Saturday), the areas subject to winter service must be scattered and cleared daily by 06:00 a.m. at the latest, on Sundays and public holidays by 08:30 a.m. Freedom from snow and ice must be guaranteed continuously until 20:00. Optionally, the collection and disposal of the applied grit must be carried out no later than 2 days after written request of the customer and in each case after the end of a frost period. The services are to be carried out by trained personnel. For the fulfilment of the order, necessary vehicles, clearing and strifling equipment must be provided, which must be technically in perfect condition.

The square metre circumference results from Appendix 1 to the service description.

Notes on the workflow:

The contractor must report to the Hauptwache and notify the client of the assignment in an appropriate manner shortly after the assignment has taken place. The contractor undertakes to constantly supervise the work. The supervisors appointed by the contractor for this purpose must be authorized to issue instructions to the workers. They must be entitled to make decisions on the complaints or defects raised by the client or to bring them about immediately by consulting the contractor. Name, address and telephone line of the supervisor must be communicated to the client in writing.

Notes on military security:

Access may only be granted to personnel who are not on the list of countries (see Annex). The contractor and the personnel employed by him are obliged to submit to the controls ordered for the properties. You must be able to identify yourself with a valid ID. The conditions of access to the individual properties must be determined with the representative of the respective department responsible for security. In the interest of military security, the contractor expressly undertakes to enter the facilities of the Bundeswehr or to have them entered by his vicarious agents only insofar as this is absolutely necessary for the execution of the accepted order. The contractor undertakes to comply with the requirements of the Federal Ministry of Defence with regard to security and secrecy and, at its request, in particular to keep certain persons away from processing the order. The client will have the barracks commander / department manager issue an authorization card for each person of the contractor to enter the property to be cleaned. The access authorization is revocable. The ID card must be withdrawn by the contractor in the event of dismissal, replacement or interruption of the assignment in the property of more than 3 months and returned to the client.
