The city of Vacha is currently renovating the more than 400-year-old historic town hall (the "Widmarckt"). The 1st construction phase has already been completed. The 2nd construction phase will begin in September 2023. For this, the services of a safety and health protection coordinator (SiGeKo) are required.
As part of the SiGeKo services, the following partial services, among others, must be provided:
2.1 Prepare advance notice in accordance with the Construction Site Ordinance, send it to the competent authority in accordance with § 2 BaustellV and the client at least two weeks before setting up the construction site. Notice displayed visibly and protected from the weather on the construction site. Adjust in case of significant changes during the construction period.
2.2 Draw up a health and safety plan in accordance with RAB 31. Identification and naming of trade-specific work processes and their trade-related as well as cross-trade hazards, including spatial and temporal classification. Elaboration of information and working materials and information for the client and the specialist planners. Support of the specialist planners in the preparation of the award and provision of the tender texts relevant to occupational health and safety.
2.3 Disseminating, adapting and updating the safety and health plan as well as working towards its compliance and the implementation of the necessary occupational health and safety measures by the companies involved. Adjust in case of significant changes in the execution of the construction project. Keep the health and safety plan available for every employee to view on the construction site.
2.4 Information and detailed explanations of the safety and health measures taken on the basis of the safety and health plan to all undertakings involved in the construction before the start of their work, including subcontractors and contractors without employees. Written recording of the instructions.
2.5 Organization of the cooperation of the construction companies with regard to safety and health protection, e.g. through safety meetings and inspections, if necessary with the involvement of the company management and their safety specialists as well as the responsible authorities and employers' liability insurance associations, with subsequent documentation and evaluation of the results.
2.6 Determination of escape routes and a higher-level emergency organisation in cooperation with the specialist planners, if necessary organisation of rescue exercises including information and coordination with the responsible rescue coordination centres.
2.7 Coordinating the monitoring of the proper application of work procedures in accordance with the relevant regulations, such as § 4 of the Occupational Health and Safety Act, etc., including the request for certificates of expertise and expertise, compliance with inspection deadlines in accordance with the BetrSichV, etc.
2.8 Working towards compliance with construction site regulations and a construction site equipment plan – if available – with regard to the avoidance of mutual hazards.
2.9 Participation in the updating of the construction schedule, as far as it concerns the interests of occupational health and safety.
2.10 Taking into account safety and health related interactions between work on the construction site and other operational activities or influences on or near the construction site.
2.11 Monitoring of safety-related equipment and protective measures as well as contractual execution of the safety-related services from the construction contract and intervention in the event of hazardous conditions.
2.12 Coordinating the application of the general principles according to § 4 of the Occupational Health and Safety Act.
2.13 Preparation and completion of the documents according to § 3 para. 2 no. 3 BaustellV with the characteristics of the building for the safe execution of maintenance work.
2.14 Examination of the technical and organizational implementation planning, assembly instructions, assembly plans, BE plans, etc. of the contractor for the construction work on safety risks, health protection aspects and compliance with legal requirements.
