Description:
Maintenance of inverters on the CEA / Saclay site and its annexes

This contract defines the conditions under which the CEA entrusts the holder, who accepts the performance of the maintenance services of the CEA / Saclay inverters or UPS (Uninterruptible Power Supply).

The scope includes:

- the main site of the CEA in Saclay,

- the Orme des Merisiers site,

- the Le Ponant D building located in Paris 15 e ,

- the Frédéric Joliot Hospital Service (SHFJ) located in Orsay,

- technical buildings isolated from the surrounding municipalities of the Saclay site.

The services require the holder to have in particular the technical authorizations appearing in the technical specifications (HO electrical authorization in HTA, B2, BR, BE Measurement and B2T Batteries) and to keep them in force for the duration of the contract.

For flat-rate services (firm phase for the period from 1.11.2021 to 30.10.2024 and extension options 1 and 2), the holder is mainly responsible for:

- all preventive and corrective maintenance operations (repairs) from level 1 to 4 according to the terminology of standards NF EN 13306 (maintenance terminology) and FD X 60-000 (industrial maintenance - maintenance function), as well as conditional maintenance , at a flat rate for devices with a power less than or equal to 20 kVA, as stated in the CDC;

- repairs or corrective maintenance on site during CEA working hours;

- supply and labor for the replacement of inverters up to 3 kVA included;

- supply and labor for the replacement of “consumable” spare parts (excluding batteries) for inverters from 3 to 20 kVA included;

- interventions outside CEA working hours (Saturday or another day when the center is closed, collective JRTT, etc.) for restarting the inverter during general annual electricity cuts in buildings managed by the DSST. (count five interventions per year);

- optimal management of spare parts and batteries (maintaining a minimum stock);

- testing of the correct operation of the remote monitoring system on the inverters concerned supplying so-called sensitive building installations;

- participation in the reception of new equipment and taking them into account for their maintenance;

- the setting up of an on-call organization for interventions within a period of less than four hours on 20 so-called sensitive devices (may extend to 25 devices) during non-working hours.

The services on price schedules concern work on demand and relate to:

- conditional maintenance according to a maintenance plan established following preventive action, which can go up to level 5 inclusive of the standard;

- supply and installation of batteries;

- labor and the supply of spare "wear" parts for inverters over 20 Kva.

Services on prior estimate concern:

- the supply of spare parts, not provided for in the price schedule at the express request of the CEA;

- services not provided for in the price schedule which include:

—— assistance in processing the observations of the inspection body;

—— installation of a remote monitoring system compatible with those already present on certain “sensitive” inverters;

—— other maintenance services not provided for in the price schedule.

On-call services outside of working hours relate to interventions within a short period of four hours for the 20 so-called “sensitive” inverters (may extend to 25 devices).
