Bø, Sauherad and Nome municipalities wants tenders for a Framework Agreement for architect and advisory services.

Bø and Sauherad municipalities will merge from and including 1.1.2020. This means that Bø and Sauherad municipalities and their organisation numbers will no longer exist, from and including 31.12.2019. Bø and Sauherad municipalities will be replaced by a new municipality; Midt-Telemark municipality, with organisation No 920 297 293 from and including 1.1.2020.

The change of name to Midt-Telemark municipality and the new organisation number of the new municipality will not affect the contract, and the contract will continue within the Framework Agreement period unabated/without signing a new contract.

The assignment:

Bø, Sauherad and Nome municipalities (the Contracting Authority) are in development, and need a Framework Agreement for architect and advisory services. The estimated need for architect and advisory services is around 2 500 000 NOK — 3 000 000 NOK per year. Emphasis is placed on the investment budgets at any given time depending on the annual grants and the total volume can vary during the contract period. The amount is therefore an approximation and is not binding. The majority of the assignment needing architect and advisory services are new construction, reconstruction, Water and Sewage and roads, etc. The projects can have different organisation, and contract forms.

The assignments include all necessary disciplines from preparation of feasibility studies, complete preliminary project with calculations, tender documentation for turnkey and execution contracts, detailed engineering design, applications/case papers, etc.

Sub-tenders:

The Framework Agreement is divided into nine disciplines, and the Contracting Authority intends to enter into multiple Framework Agreements in each discipline. The tenderer can therefore offer 1 or more disciplines.

NB: For larger projects, over 500 000 NOK excluding VAT, the municipality retains the right to announce competitions outside of the Framework Agreement.

The duration of the Framework Agreements is 2 years, with the possibility of extending the contract for 1 year + 1 year, a total of 4 years.

Activity date:

Deadline for asking questions about the tender documentation 19.8.2019, 12:00.

The tender submission deadline is 26.8.2019, 12:00.

Evaluation: week 35.

Information about the supplier selection: week 35.

Expiry of the waiting period (10 days after information about the selection supplier is sent): week 37.

Contract signing: week 37.

Abidance deadline of the tender: week 50.

It should be noted that the deadlines for delivery of tenders are preliminary. Any extension of the abidance deadline can only occur with the tenderer's agreement.

The Contracting Authority wants tenders for engineering design, and the engineering design group will cover the follow disciplines (possibility collect from sub-consultants):

— landscape architects (LARK),

— area planner,

— consulting civil engineer (RIB),

— consulting HVAC engineer (RIV),

— consulting engineer, water, sewage and surface water (RIVA),

— consulting electrical engineer (RIE),

— consulting road planning engineer (RIVei),

— consulting fire engineer RIBr.
