Ons Tehuis Brabant vzw (“OTB”) is a licensed care provider that provides care and guidance for adults with a mental disability.
OTB has seven living groups in three residential buildings and a day center on the main campus at Perksesteenweg in Kampenhout. For the more independent clients, OTB also has an inclusive home in Kampenhout, called Zuurhage.

Nearly 100 residential clients currently reside on the campus at Perksesteenweg. They are housed in accommodation that was largely realized in the 1980s and is now in need of renovation. To this end, it has been decided on a new construction project comprising three new residential blocks to replace the existing homes.
A master plan was approved by the OTB General Assembly on 10.2.2021. According to the global vision set out herein, work will be carried out in three consecutive construction phases (each time the construction of a new building followed by the demolition of the old building), in order to guarantee the continuity of the occupation and the quality of life for residents and employees on the campus. . The start of these three construction phases is currently programmed for +/- 2023-2026-2029 respectively. The cost price is budgeted at EUR 10 to 11 million, excluding VAT, excluding loose equipment.
Object of the services:
The objective of the present procedure is to appoint a service provider within the framework of the total above-mentioned construction project, with the following mandate:
- selection of the designers (architecture, stability, special techniques) and any other consultants,
- project management from program of requirements (PVE) up to and including final delivery (price, planning and quality),
- construction management (site monitoring),
- BIM coordination,
- safety coordination (design and implementation),
- research subsidy options and follow-up VIPA procedures (VIPA = Flemish Infrastructure Fund for Personal Affairs).
Within the present assignment, the contractor must assist Ons Tehuis Brabant vzw from the selection of the designers, the concept / design phase up to and including the final delivery of the final phase of the total project.
This assignment concerns the entire process with the three construction phases. The selection of the designers also concerns the total project; the contractors are awarded per construction phase.
