The College is utilising the open procurement procedure under the Public Contracts Regulations 2015 with the aim of establishing a contract for a principal contractor (to deliver a works contract, through what is commonly termed in industry as a single stage process).
This tender is not lotted: the College’s requirement to procure a contractor to fulfil the role and responsibility of principal contractor under the construction (Design and Management) Regulations 2015, and meet all aspects of the Specification herein in order to control the construction phase does not lend itself to lotting without presenting the authority with unmanageable levels of risk and compromising the attainment of value for money. On the basis that the contract is being procured through a single stage build route, with the principal contractor undertaking the entirety of the works then the provision of lots in this case is not applicable.
Tenderers will be deemed to understand the procurement process which the College is following under European and domestic legislation (particularly in relation to public procurement rules).
The College reserves the right to make changes of a drafting nature to this ITT and any other tender documentation which must be accepted without reservation. Tenderers will be notified promptly of any and all necessary changes. The information contained in this ITT is not intended to form the basis of a tenderer’s decision on whether to enter into any contractual relationship with the College. However its provisions govern the tender and its operation prior to entering into formal contracts. Whilst all materials supplied to tenderers have been prepared in good faith, the information contained in this ITT does not purport to be all inclusive or to contain all the information that tenderers may require. Tenderers are responsible for making such checks and investigations as they consider appropriate.
