The contracting authority will establish Control, Regulation and Monitoring (Norwegian: SRO) plants to monitor the management and regulation of technical construction installations.
Each building has approx. 15-20 systems that will need SRO facilities. The facility must be extremely reliable and must be able to be connected to a centralised control plant server that will be shared by all locations. The control plant includes servers, a fully programmed and tested top system, etc., which are to be included in the delivery. An operating terminal with system images/PC must be delivered for each individual building where this PC is connected to the server via the network. The top system must also have server twinning functionality to ensure high reliability and up-time.
The assignment consists of delivery of a total of 8 identical plants at the respective locations, divided over the 2024-2028 period (see attached progress plan). The plants will be located in 8 municipalities in Norway. This tenderer will program, deliver and install the equipment/facilities. It will be further tried and tested (test run) before the final takeover.
The manufacturer of the equipment for all installations must have a service network in Norway that includes factory-authorised mechanics.
