The objective of the tender contest is to enter into a framework agreement for a total delivery of telephony and mobile telephony (speech and data), with naturally related service that shall cover the Correctional Service's current and future requirements (the agreement period). The contracting authority requests a professional joint venture partner who are future oriented and ensure a stable operation with good and cost effective solutions during the entire contract period.

The Norwegian Correctional Service requests a professional and pro-active provider that can ensure:

— Good indoor and outdoor coverage;

— Necessary access and capacity for the Norwegian mobile network;

— A simple and cost efficient subscription structure;

— User friendly systems for the administration of mobile subscriptions;

— Favourable roaming agreements abroad.
