This invitation to tender describes the conditions, requirements and wishes of the contracting authority with regard to the (European) tender for software management, maintenance, support and development of online systems and applications. This tender will be conducted according to the open procedure and the award criterion best price / quality ratio and consists of four (4) lots:

1. lot 1: Drupal software management, maintenance, support, development 'Legacy applications' and underlying operating systems;

2. lot 2: Ruby software management, maintenance, support, development 'Legacy applications' and underlying operating systems;

3. lot 3: innovation, software development (backend + frontend) web interface and APIs;

4. lot 4: innovation, software development, native app (s) and APIs.

Contracting authority has a one-sided, optional extension option of seven (7) times one (1) year.

The purpose of the contracting authority is to select and contract one (1) tenderer for an initial period of one (1) year. Contracting authority has a one-sided, optional extension option of seven (7) times one (1) year.
