Description:
Planning, production and delivery of a converter station for MVDC networks (prototype)

As part of the DEFINE project, the University of the Federal Armed Forces Munich (UniBw M) intends to procure a mobile structure (MB) for a converter station for MVDC networks as a prototype for scientific purposes. The subject of the contract is the planning, manufacture, delivery and installation of an MB for a converter station for MVDC networks as a prototype for scientific purposes.

The subject of the contract is the design, manufacture, delivery and installation of a mobile structure (MB) for a converter station for MVDC networks as a prototype for scientific purposes for the DEFINE project.

With the DEFINE project, UniBw M intends to develop a suitable IT and control structure and power electronic converters that meet the demanding future requirements for maximum safety and reliability in DC networks. These requirements include both uninterruptible power supply in the event of faults in the grid, such as short circuits, and protection against cyber attacks on this critical supply infrastructure.

The MB has the approximate external dimensions of 13.00 m (length); 2.50 m (width) and 2.75 m (height). The actual dimensions result from the performance of the service provided by the contractor (contractor). The MB serves as a scientific prototype as well as a laboratory for scientific investigations and is not intended to be entered by visitors. The MB will be set up above ground. The MB shall be equipped by the Contractor with ventilation systems, heat supply systems, process cooling systems, telecommunications and information technology systems as well as electrotechnical systems in accordance with this service description with a range of services. The installation of high-voltage systems by the contractor is not intended. The MB is manufactured entirely in the factory and then set up on the premises of the University of the Federal Armed Forces Munich (UniBw M).

Essentially, the Contractor must provide the following services:

1. Planning

- Initial meeting with the client (client) before the start of the planning services (e.g. to explain the results of previous planning phases)

- Object planning of buildings and interiors in accordance with HOAI 2021,

Work phases 3 and 5, 8 and 9

- Structural planning according to HOAI 2021,

Work phases 3 and 5

- Technical planning of technical equipment according to HOAI 2021,

Work phases 3, 5, 8 and 9

- Planning of a rail system

- Creation of a Building Information Modelling model after production of the MB (LOD 500)

- Continuous coordination of the planning results with the client

- Commissioning of an external test engineer to check the stability verifications (work phase 5) as well as the execution plans in terms of static-design in accordance with the test VBau

- Subsoil investigations as required

2. Construction site, earthworks

The installation site for the MB is located on the grounds of the UniBw M property.

The Contractor must carry out the necessary preparatory work for the establishment of the MB in good time before delivery of the MB at the installation site. For this purpose, the topsoil must be removed selectively and a layer of load-bearing, water-permeable and frost-resistant soil material must be produced. The type of soil material as well as the extent and depth of the area for soil replacement shall be based on the results of the Contractor's planning services. Necessary planning and surveying services for the aforementioned work shall be provided by the Contractor. Uncontaminated and contaminated excavated material remains the property of the Client and is to be temporarily stored by the Contractor directly next to the installation site of the MB.

At the planned installation site of the MB, floor replacement work has already been carried out as part of a previous use and stone slabs have been laid in some areas. The Contractor is free to take ownership of this stock and to reuse it.

The Contractor shall inform himself about the local conditions before submitting an offer and as part of a site visit. Before carrying out excavation work, the contractor must obtain information from the client regarding any divisions that may have been laid in the construction site.

During all work, the trees and plants present on the construction site must be protected by the contractor in accordance with DIN 18920.

3. Production of the MB

Production of the MB, taking into account the planning results of the contractor, the results of coordination with the client and the test notes of the test engineer commissioned by the contractor. During production, all requirements (service program) of this tender must be observed. The production of the MB must be carried out at the contractor's plant. Exceptions to this are described separately.

4. Delivery and installation of the MB

Delivery of the MB to the installation site on the premises of UniBw M. Installation of the MB on the ground prepared by the contractor by means of a mobile crane. Required transport permits must be applied for by the Contractor; the costs shall be borne by the Contractor. The date for delivery and assembly must be agreed with the client at least 4 weeks in advance.
