As part of the "Federal Funding for Efficient Heating Networks" (BEW), a concrete decarbonisation path for district heating in Halle is to be developed with the help of a heat transformation plan (WTP) in order to achieve greenhouse gas neutrality in heat supply by 2045. The potentials of a decarbonised district heating supply in the Halle (Saale) area are to be analysed and demonstrated and supported by the necessary measures on the basis of future development paths. Based on this, an adequate district heating target network must be developed. EVH GmbH strives to develop resilient strategies that set the path until 2045 and advance and enable the implementation of innovative and sustainable projects.

External support is required to create the transformation plan for EVH GmbH's existing district heating network. The need for support depends on the requirements of Module 1 of the BEW and the individual specifications on the part of EVH. The transformation plan is to be drawn up on a regular basis and within the framework of a partnership with the contractor. EVH provides the contractor with the necessary documents and information and, depending on the subtask, the contractor takes over the preparation of (feasibility) analyses, quality assurance or backtesting of results of other subprojects and brings them together in a structured heat transformation plan in accordance with the BEW requirements. In regular coordination, interim results and new findings are to be exchanged and discussed and jointly decided on the further course of action.

The main tasks include:

- Preparation of the BEW-compliant heat transformation plan for the district heating network of the city of Halle;

- Overall project management/coordination of the individual sub-projects (support/QS funding management by the AG);

- Provision of structured result requirements for the subprojects;

- Based on the results of the as-is analysis:

o Determination of potential RE and waste heat (in urban areas),

o Target analysis and planning optimisation of the heating network (in the urban area),

o Cost planning (in the urban area);

- Provision of market price scenarios electricity, CO2, H2, natural gas based on a fundamental model and coordination with the AG of up to 3 scenarios for use in the portfolio simulation in the base years of the WTP;

- Preparation of the results from the subprojects on renewable energy, waste heat potential from the surrounding area and the seasonal heat storage potential for integration into the WTP.
