Contract for intellectual services relating to the coordination of fire safety systems at the Paris courthouse. This contract is a mixed contract made up of a fixed price relating to a basic coordination mission and a part with order forms with no minimum or maximum amount relating to an additional SSI mission for real estate operations taking place at the courthouse and at the Paris Commercial Court. Given the subject of the contract, it cannot be the subject of an allotment, the services not being technically separable.

Contextual elements: the courthouse of Paris is a building classified as historical monuments and public buildings of the first category, with a surface area of 110,000 m 2 . It is home to several jurisdictions and services under the Ministry of Justice, but also national monuments, such as the Sainte-Chapelle and the Conciergerie, under the responsibility of the Ministry of Culture, as well as services of the Ministry of the Interior. The ministry of justice occupies nearly 85% of the total surface of the site. This complex building complex, made up of several old buildings, built at different times, technically intertwined, is the subject of several restructuring operations of unequal size and duration, led by the three ministries. Several ongoing projects are carried out by the three ministries. They are part of an interministerial project which aims to restructure the site after the departure of the Paris tribunal de grande instance and the regional direction of the judicial police towards Batignolles. The project of the Ministry of the Interior should be completed in 2024, that of the Ministry of Culture in 2026 and that of the Ministry of Justice in 2030 for its 1 re phase and 2035 or 2040 for its 2 e phase. The work carried out by the various ministries will aim to bring the site up to standard (fire safety and accessibility), modernize the technical installations, protect the site against the risk of flooding, treat the closed and covered areas and improve the working conditions of the workers. site-wide services and reception for the public. Other smaller operations are also planned on the site, and this within the framework of a multi-year work program. nature of missions:

- a general coordination mission (Palace and commercial court) including permanent advice to the sole security manager (RUS) and to the contracting authority on issues relating to the coordination of the security system, with in particular his minimum participation monthly fire safety meetings aimed at providing full support for the players in the palace (RUS and operators), general verification of ISS, updating the safety file, participation in the periodic visit of the building safety committee ;

- an additional SSI mission for real estate transactions (on order forms) taking place on the site of the courthouse and the commercial court of Paris grouping agreement: the contract will be concluded for the benefit of several entities present within the courthouse of justice de Paris, as part of a grouping of orders:

- the Paris Court of Appeal (Questure - regional administrative service);

- BIJPAC: the Paris judicial real estate office and central administration;

- APIJ: Public agency for real estate justice;

- The police headquarters;

- the CMN (Ministry of Culture) the grouping agreement has appointed the regional administrative service of the Paris Court of Appeal to coordinate the procedure. This agreement will allow each of the members to assign the CSSI service provider to its scope of action by specific order forms.
