Organizational study of the core administration of the Mecklenburg Lake District

The district of Mecklenburg Lake District intends to commission an organizational report. Within the framework of the most comprehensive approach possible, the organizational report to be prepared is intended to describe a task critique, make proposals for the definition of reference values and, as a result, create opportunities for increasing the efficiency of the administration, including the optimization of the administrative organization. For this purpose, standardised process analysis procedures that are standardised in public administration, taking into account inter-municipal comparative values and also the bidder's extensive project experience, should be incorporated.

The district of Mecklenburg Lake District intends to commission an organizational report. Within the framework of the most comprehensive approach possible, the organizational report to be prepared is intended to describe a task critique, make proposals for the definition of reference values and, as a result, create opportunities for increasing the efficiency of the administration, including the optimization of the administrative organization.

The 2023 establishment plan provides for target posts of 1,226.370 FTE for the financial year 2023. In the core administration relevant to the performance claimed, the establishment plan contains 993,459 FTEs. In addition to the district administrator, the organizational structure includes 4 departments. These are divided into 14 offices.

For reasons of citizen-friendliness, the district has four citizen service centers at the Neubrandenburg, Neustrelitz, Demmin and Waren locations.

The aim of the study is to determine, on the basis of the preparation of a task critique and the creation of reference values, whether the current staffing is appropriate, timely and professional.

In order to ensure the ability to work as well as resource control, the client does not specify any additional requirements or savings in personnel.

The aim is also to create a sustainable organizational structure below the departments, demonstrating efficiency returns through digitization and the implementation of mobile workplaces.

The service described above is awarded with phased commissioning. First of all, in a first phase, the investigation of organizational units 50 and 32.2 will be bindingly commissioned.

The other organizational units are optionally called up by the client in subsequent phases.

In addition, the client reserves the right to optionally commission the implementation of the expert recommendations within the framework of a realization.
