A new contract is being announced for winter operations on municipal roads and open spaces. The contract will be valid for 4 years with an option to extend for up to 2 years, (1+1). There are a total of 11 areas, and tenderers can submit prices for as many areas as they want.
When evaluating the tenders, the offered unit prices will be multiplied with the number given in the column 'amount for evaluation' in the price sheet.
Winter maintenance means snow clearing, gritting, snow blowing, snow and ice scraping, clearing snow heaps at road junctions and in car parks etc. Tenderers must have all the required equipment for carrying out the winter maintenance in accordance with this tender documentation and the current snow clearing and gritting instructions.
The need for clearing and steaming subdrains will be assessed and done by the contracting authority.

The contest will be held as an open tender contest without negotiations. If there are uncertainties in the received tenders, clarification meetings can be held with the tenderers. Minutes will be kept from these meetings.
Clearing roads, pavements, properties, and open spaces, and trimming ditches will be calculated per hour. Gritting will be calculated per hour, grit will be calculated per tonne. Placing and collecting snow poles will be calculated as a round sum (RS) per season. Transporting the snow away will most likely be undertaken by the tenderer that has the contract for snow clearing in the area. Transporting the snow away will be undertaken as agreed with the municipality and calculated in accordance with the same hourly rate as snow clearing.
General terms
Transport to and from the different areas is to be included in the hourly rates for snow clearing, gritting, and ditch trimming within each area and registered in the snow clearing app. The snow clearing and gritting instructions must be followed.
Snow clearing app
Ringebu Municipality's current snow clearing app must be used for all work connected to winter maintenance. The start and stop of different activities must be registered with such accuracy that the data can be used as a basis for invoices and inspections. The snow clearing app must be downloaded on the tenderer's mobile phones/tablets. Whilst carrying out active work for Ringebu Municipality, it is a prerequisite that tenderers consent to tracking in real time via the snow clearing app. All deviations in the area must be registered in the snow clearing app, e.g., wrong parking, snow that has cleared from private properties onto public roads, etc. These are to be registered with pictures and text.
Snow clearing
The full width of roads must be cleared, turning places, meeting places, bus stops, etc., must be cleared as far as this is possible parallel with the snow clearing of the actual road. Tenderers must also remove snow from road barriers and obstacles in the area. Care must be taken to the greatest possible degree to avoid placing banks of snow against private drives, postbox stands, waste sheds, etc. There must not be any banks of snow that exceed 50 cm in visibility zones. The areas have varying road widths.
The work will be settled according to hours used for snow clearing.
Gritting
Tenderers must obtain and possibly store the grit themselves. The price per tonne of grit must be given, this price includes all costs connected to driving and storage. Grit is to be used with a mixture of several corn sizes between 2-8 mm (e.g., 2-6, 4-8, 2-8 or similar). The use of grit in the fraction 0-2 mm must be restricted, but it can be used in particularly special cases (e.g., on extremely slippery roads with polished steel ice, where single graded gravel will not work).
The work will be settled according to the hours used for gritting and the amount of grit in tonnes.
Ditch trimming
Before the spring melt, ditch trimming must be carried out along both sides of the road in order to ensure sufficient melt water management. The scope per area is to be agreed with the municipality. The work will be settled according to hours used for ditch trimming.
Duration
The contract will be valid for 4 year, plus option years for up to 2 years. The options will be taken up for one year at a time, the deadline for taking up an option is 1 June before the start of a season. Tenderers will not be able to relinquish the options.
Reclassification
Roads can be changed by the county and/or private actors during the contract period. This can lead to roads falling out of, and new roads being added to the area. Municipal roads can also be down classified to private roads.
There must be any cost consequence for other parts of the tenderer's scope of work.
Laws, regulations, and guidelines, etc.
It is a prerequisite that tenderers comply with the current laws, regulations, and guidelines that are relevant for the assignment.
