At the present tender, Landsbyggefonden and the general housing organisations in Denmark are offering a framework agreement for the establishment, operation and administration of a whistleblower scheme, as well as advice to Denmark's general housing organisations on that effect.
The tender arises from the fact that housing organisations with 50 or more employees under Law No 1436 of 29/06/2021 “The Protection of Whistleblowers Act” (the 'whistleblower law') must establish a whistleblower scheme.
The Landbuilding Fund provides framework agreement for the establishment, operation and administration of whistleblower scheme on behalf of all Denmark's public housing organisations. It is the public housing organisations that subscribe to this scheme that can benefit from the framework agreement. Annex 3 to the Framework Agreement sets out all the housing organisations covered by the Framework Agreement.

The tender arises from the fact that housing organisations with 50 or more employees under Law No 1436 of 29/06/2021 “The Protection of Whistleblowers Act” (the 'whistleblower law') must establish a whistleblower scheme.
The tender includes whistleblower scheme for all Denmark's general housing organisations, which includes:
• Housing organisations employing 250 or more employees, thus having to establish a whistleblower scheme by 17 December 2021
• Housing organisations employing between 50-249 employees, thus having to establish a whistleblower scheme by 17 December 2023
• Housing organisations which have less than 50 employees and voluntarily wish to establish a whistleblower scheme.
The whistleblower scheme must be applicable by all the housing organisation's workers, management, elected officials and residents.
The number of people who may be covered by the whistleblower scheme as of January 2020 is:
o Approximately 30,000 workers.
o Approximately 20,000 elected officials.
o Approximately 975,000 residents.
