The Norwegian Government has decided that the National Archives of Norway, henceforth referred to as the Awarding Authority, shall establish a central depot at Tynset. In the central depot, the Awarding Authority plans to establish several production lines for mass digitalization. The basis for the decision is a study prepared on behalf of the Ministry of Finance and the Ministry of Culture; “The National Archives management in relation to increased requirements for archives and digitalisation challenges (KSI)”(2011).

The objective of the Digitalisation Report (White Paper no. 24 (2008-2009) National Strategy for digital preservation and communication of cultural heritage) is to digitalise 10 % of the Awarding Authority’s contents during the next 20 years. At present approx. 2 % of the contents are digitalised.

The basis for establishment of Norwegian Health Archives at Tynset is that the received patients’ journal received by the organisation as a general rule shall be scanned and made digitally available for researchers.

The Awarding Authority is therefore planning to establish a mass scanning function at Tynset for scanning of patients’ journals.

In the National Archives of Norway and the State Archives most of the scanning resources are used for digitalisation of hard covered protocols. A production line for mass digitalisation has been established in the National Archives.

It mainly includes scanning of case archives and other archive items which can be scanned as loose-leafs. The Awarding Authority is planning to expand the capacity for mass scanning in connection with establishment at Tynset. The experiences with this production line are a part of the basis for the requirement specifications.
