EEA 067 — 2019 Office Supplies and School Materials, etc.

A framework agreement will be signed with 1 tenderer who must cover Bergen Municipality and collaborators’, henceforth referred to as the contracting authority, requirements for office supplies and school materials, etc.

The following product groups are included in the framework agreement:

— office supplies,

— school materials,

— office kitchen products,

— computer supplies/ergonomics products.

Tenderers must ensure that the implementation of this contract utilises at least 1 disabled or disadvantaged person (see a more detailed description in Annex 8).

The terms disabled person and person in difficulties are further defined in the public procurement regulations § 8-8 and the ministry's guidelines for the new public procurement regulations under the topic ‘Reserved Contracts’.

Framework agreement for the procurement of office supplies, school materials, office kitchen products and computer/ergonomics products.

This framework agreement will include delivery to all of the contracting authority's departments and units — see the websites for Bergen Municipality and each collaboration partner for a complete overview. Attention is drawn to the fact that entities can have multiple delivery addresses.

Bergen Municipality currently has approx. 277 400 inhabitants and the municipal organisation structure contains approx. 840 entities, approx. 2 400 delivery addresses, including schools, nurseries, nursing homes, cultural institutions and administration locations. Also included are municipal and inter-municipal companies that are partly or fully owned entities and considered part of the Bergen kommune group.

A procurement collaboration with multiple municipalities, as well as inter-municipal companies, with Bergen Municipality as the host municipality, are established and this tender competition will therefore apply for multiple entities in addition to NK.

There may be some changes to the participating collaborating parties during the contract period. Some new nursing homes and institutions under construction will be given the opportunity to participate, while others will closed. In summary, this will not lead to significant changes in volume or delivery obligations.

Municipalities can also change due to merging or other political decisions.

The contract period will be 2 years from the contract date, with a unilateral option for a further 1 year + 1 year. The planned start-up is March 2020.

Through it's procurement, the contracting authority wants to contribute to ensuring environmental considerations and ensuring social and ethical standards. There is a number of environmental requirements and criteria in this competition.
