- Establishment of a patient portal according to the specifications of the KHZG, funding criterion 2 for each of the nine acute care clinics,

- provided on central infrastructure, client-separated per location

- Connection to the interoperability platform of the BG-Kliniken, which was set up centrally for the clinics

- Integration into existing primary systems

A system is to be procured which, as a basic condition, must be able to implement 100% of all mandatory criteria of FTB2 specified by the legislator as a minimum requirement. In addition, the optional criteria according to FTB2 as well as clinic-specific requirements must also be mapped in further steps. In addition to the framework conditions listed in the short description, the following aspects must be considered:

- The BG clinics do not yet have any patient portals within the meaning of the KHZG, only in one clinic a partial functionality (appointment management) for individual patient groups is established. As a result, it is a project that is extensive in terms of content and quantity, as well as characterized by high complexity at the process level, which affects all BG clinics. The complexity can only be dealt with by bidders with appropriate experience in comparable projects.

- In particular, the technical and temporal dependencies on the parallel project interoperability platform (IOP) mean a high technical and organizational complexity in the implementation.

The establishment of the patient portal is to take place site-by-site in parallel with the time of networking capability of the interoperability platform (IOP), whereby the subprojects at the locations start one after the other and are carried out at different times. For the execution of the services of the Patient Portal project, there is a direct dependence on the degree of implementation of the services in the Interoperability Platform project.

For this purpose, the bidder requires a concept presentation, which must be discussed transparently in a negotiated procedure and evaluated by the BG clinics.

- At the same time, deep integration into existing primary systems is required. This is absolutely necessary in order to achieve the goals formulated by the legislator with regard to relieving the burden on employees, reducing expenses and increasing the quality of care.

- The introduction of a patient portal is expected to lead to complex changes in procedures and processes. At the same time, the BG clinic-wide system landscape is very heterogeneous. This necessitates discussions with bidders on architecture options, configurations and project planning, which can be carried out well in a negotiated procedure.

- Likewise, the success of the project depends, among other things, on the registration/authentication procedure used (onboarding of potential patients). This moves in the field of tension of a barrier-free, convenient way to log in to the portal, but also in a realization of all state-of-the-art procedures regarding data security and data protection.
