The city of Drensteinfurt is currently planning and developing the first construction phase of the new Mondscheinweg construction area. As a result, there will be a need for at least three-group daycare in Drensteinfurt from 2023. The facility is to be built centrally in the Mondscheinweg development area, between the first and second construction phase, on a public area. This area is currently cultivated as agricultural land. The plot of land for the day care center belongs to the city and has an area of approx. 2,800 m 2 the building window covering an area of 1,650 m 2 having. The location is within the scope of the legally binding development plan 1.43 "Mondscheinweg". The Mondscheinweg residential area is planned and implemented based on a climate protection settlement as defined by the NRW Energy Agency and based on its own urban climate protection concept. Part of this realization is also the construction of a central local heating network that will supply the entire building area with heating energy. Furthermore, the building area is characterized by a high degree of versatility, both structurally and in its later user structure. In order to provide sufficient supplies, the city of Drensteinfurt intends to build a day-care center with 4 groups in a central location of the building area. In connection with the short timeframe of this construction project, wooden frames, prefabricated parts, modules etc. are aimed for as a design. First of all, the building planning services for the planning of the project are put out to tender.

The construction window for the KiTa to be planned can be seen in the tender documents. A two-storey construction is planned with the option of adding a third full storey. Since in the long term another public structure of a similar size could be built on the available building site, the building must be erected on the eastern half of the site to save space. A direct structural connection to a future building should be planned conceptually. The KiTa building should be able to be expanded by a further, fifth group in the medium term. The aim of the planning is that the minimum space program of the LWL or LVR is implemented. Additionally required rooms and areas are to be limited to a minimum. Another aim of the planning is the fastest possible implementation of the most economical design, which is why a modular design should be considered. The subject of the services to be awarded are the planning services of the HOAI service profile object planning buildings. The planning services are to be commissioned from service phases 1 to 9, whereby a step-by-step commissioning is planned (see Section II.2.11).
