In cooperation with a team at the LAS, the contractor should (further) develop the aforementioned application in an agile manner.

The Bavarian State Office for Schools (LAS) was founded in 2017. It is responsible for the implementation of various administrative services, in particular for state schools (Realschulen, Gymnasien and FOS/BOS), municipalities and private school authorities ('customers'). These administrative procedures require the exchange of data with other bodies and technical procedures.
In order to make the work processes currently characterized by media disruptions future-oriented, an exchange platform (hereinafter: "Portal") is to be created for customers and the natural persons acting on their behalf (hereinafter: Users). In the long term, all those involved should be able to work more efficiently. For this purpose, it is necessary to enable a user-friendly and media-free provision of required data.
In the long term, the portal should be the bundled point of contact for the various data transfers in the various administrative processes. It should be available to customers as a uniform management platform for all relationships to the LAS. The construction will take place gradually.
The first, urgent, step involves setting up a procedure in the budgetary area for public services. For this purpose, the basic procedure must be created. In particular, it is necessary to set up a rights and role concept with the connection of authega as an identity provider for the Bavarian infrastructure component (SAML 2.0 protocol).
The most urgent application should make it possible to authenticate records that are provided. The data confirmation must be carried out in a procedure that complies with the "4-eyes principle". Two users of the same customer must gradually confirm the data. The second person must no longer have the possibility of influencing or correcting the data set. Only the confirmation is possible.
