Description:
Impact potential of municipal climate protection measures

Within the framework of this contract, a detailed impact analysis of climate protection management in municipalities promoted through the municipal directive is to be carried out.

The aim of the contract is to determine what contribution the municipalities can make to achieving the German climate protection goals and what proportion of the contribution can be raised through the preparation and implementation of climate protection concepts by climate protection managers (KSM) in German municipalities.

The findings from the contract to be awarded are to be processed for the further development of the NKI. On the one hand, this should show the Federal Government and the Länder possibilities for strengthening the role of municipalities in climate protection and, on the other hand, make the municipalities aware of the effectiveness of KSM and thus support decisions to discontinue or consolidate KSM.

The formulated objectives of the contract are to be developed through the following work packages:

- Work Package 1: Climate protection potential of German municipalities and their potential contribution to the achievement of national climate protection goals.

- AP 1.1): The role of municipalities in national and federal climate protection.

- WP 1.2): Quantitative assessment of the greenhouse gas reduction potential of municipalities.

- Work Package 2: Using Compulsory Tasks of Municipalities for Climate Protection.

- Work Package 3: Impact of Human Resource Centers Climate Protection Managers in the Communities.

- AP 3.1): Impact Analysis of Climate Protection Managers in Municipalities - Funding Utilization.

- WP 3.2): Impact Analysis of Climate Protection Managers in Municipalities - Further Effects.

- AP 3.3): Projection of the climate protection effect of a Germany-wide use of climate protection managers.

- AP 3.4): Effect of a Germany-wide use of climate change managers on the use and possibilities of the climate protection programs, with emphasis on the - municipal directive.

- Work Package 4: Job-Related Public Relations.

- Work Package 5: Final Conference.

- Work Package 6: Ad-hoc Papers.

- Work Package 7: Project Management.

At the end of the project, a final report with a complete documentation of the services provided during the contract period must be submitted. The final project report is written from the contents of all work packages. Finally, on the basis of the project results and the current climate policy conditions, it will be examined whether the role of municipalities in climate protection could change in the future.
