The purpose of this multiannual service contract is the maintenance, operation and upgrades of the IP WAN networks of the public service of Wallonia.
The SPW's IP intranet network is made up of four entities:
- a virtual private network (WAN) whose accesses are subscribed to with a service provider (currently WIN SA) that owns its infrastructure;
- a high-speed network (MAN) whose equipment is owned by the SPW and the interconnection lines are mainly leased to Sofico;
- local networks (LAN) whose equipment is the property of the SPW;
- a telephony over IP (VoIP) infrastructure, the equipment of which is owned by the SPW, mainly deployed on the aforementioned MAN LAN networks.
These various networks are interconnected so as to allow the transmission of data and voice between the various terminal equipment (PCs, servers and telephones) connected to the aforementioned local networks (LAN).
These networks are deployed throughout the Walloon Region and in the Brussels Region.
In the context of this contract, it is:
- ensure the maintenance, operation and upgrades of a WAN to connect the LAN sites of the SPW to it via access routers on each of the LAN-SPWs:
—— the WAN is made available by the successful tenderer;
—— the access routers are installed by the successful tenderer who makes them available to the contracting authority but remain the property of the successful tenderer;
- ensure the reporting relating to the WAN and provide this reporting regularly to the contracting authority.
Note that the operation and maintenance of local networks are not part of the contract but are provided under the responsibility of the IT Department (DTIC).
Two types of services are targeted:
- services in operating mode: these are maintenance and operating services carried out on access routers from LAN-SPW to the service provider's WAN which are more fully detailed in Title V (technical part of this special booklet). charges);
- “project mode” services: these are, on the one hand, transitions to entering and exiting the market and, on the other hand, services relating to ad hoc network development projects, such as such as adding and deleting LAN-SPW sites from the WAN, modifying the speeds provided or even adding a redundant connection to a LAN-SPW site from the WAN.
