Description:
Appointing an external partner for the construction, hosting, maintenance and support of the ZAS website

8ZAS needs a new public ZAS.be website. With this process, ZAS wants to find a partner that positions itself as a helping and advisory partner as well as the technical elaboration and takes care of everything that comes with it.

By consulting partner we mainly mean the following objectives:

• Guide ZAS to make concrete decisions about this and advise on a new sustainable digital architecture;

• assist ZAS to determine a phased approach to building a new website, and to implement that approach;

• Provide a broader context around the impact of the new website;

Building the new website ZAS.be is the second expectation of our new partner, the purposes and specifications of which are described further in this document. The following things are expected in concrete terms:

• The technical translation of the graphic design for zas.be, based on the supplied designs and corporate identity guide

• Technical validation of wireframes and/or design

• Development of CMS and implementation of the various websites

• Development and implementation of a measurement plan

• Integration and access of data from other systems and the CMS

• Access to data and content from CMS for use in other applications

• Migration from current environment to new environment

• Hosting, maintenance contract and support

After the launch, in addition to structural maintenance and support, we also see the necessary expansions in terms of integrations and functionalities. These may have to be started from 2024 on the basis of Article 38 of the Royal Decree on the implementation of 14 January 2013 (see point III.4.2).

The tenderers are reminded of the ongoing merger talks between ZNA and GZA, in which the increasing cooperation between the two organisations will become increasingly close both in the preparation of the merger and afterwards. In order to increase quality, it is the intention of both hospitals to coordinate their operation as much as possible. In view of the subject matter of the current placement procedure, the contracting authority reserves the right to extend the contract because of the merger or with GZA as an additional client, which makes it possible to change the contract in the light of the merger or increasing cooperation between ZNA and GZA.
