South of the Kaiser Wilhelm Bridge, the Pallien western railway station is to be built between the Moselle cycle path and Bonner Straße by the end of 2024 (measure of DB AG). The environmental planning of the city of Trier refers to accompanying transport infrastructure measures for cycle paths, bicycle parking facilities, bicycle service facilities, public transport links between bus and train and the barrier-free accessibility of the platforms. In addition to redesigns in Bonner Straße and Bitburger Straße, an area between these streets cleared of old buildings is the focus of the planning and construction task with securing a terrain jump, e.g. by means of a retaining wall or similar.

In the sense of setting up an integrated cycling and regional rail transport axis in the Trier region, the measures are part of a funding programme managed by the Federal Office of Logistics and Mobility. Planning and implementation are tightly scheduled with a view to the reactivation of the DB West line for local passenger transport and the retrieval of subsidies.

The contract relates to the object planning for traffic facilities in accordance with §§ 45-48 HOAI plus line coordination, the object planning of engineering structures in accordance with §§ 41-44 HOAI, the structural planning in accordance with §§ 49-52 HOAI and, in the case of construction, to the local authorities. Construction supervision. The buildings to be planned are assigned to fee zone III. First of all, the services up to and including service phase 3 HOAI must be provided. After the construction decision by the city council, the commissioning for the HOAI basic services from service phase 5 as well as the local construction work is in place. Construction supervision. Both assignments are to be awarded to the same contractor.

In addition to the planning for the area between Bonner Str. and Bitburger Str. (including the connection to Palliener Str.), the task is to close a gap in the cycle path along Bitburger Str. with optimisation of the adjacent highly loaded traffic light junctions. Likewise, the footpath between the elevator / the areas for bicycle parking facilities located away from the tracks and the western platform with crossing Bonner Str. by pedestrian traffic light is to be planned. The new or barrier-free conversion of bus stops at the "Pallien" public transport connection point is also an issue. The elimination of the cycling network deficiencies is of particular importance at this point, as it is a section of the future commuter cycle route Konz-Trier-Schwich, which also serves tourist traffic here to connect the Moselle cycle path and the city centre of Trier.

When planning the building for the terrain jump between Bitburger Str. and Bonner Str., concerns of monument protection with regard to the Kaiser Wilhelm Bridge and the Moselle panorama (surroundings with red rock faces) must be taken into account.

Project Organization

The client provides the necessary services for office circulation and construction decision. Services of service phase 4 HOAI are not required.

The technical planning of the street lighting is carried out by Stadtwerke Trier.

The LSA-related civil engineering (cable pull shafts, empty conduit routes, pylon foundations, installation of provided signal transmitter masts, control cabinet foundation, any necessary dismantling) is part of the planning and execution. The signalling components (control software, control cabinet with hardware, signal transmitters, buttons, delivery of signal masts and detectors, production of induction loops) are part of a separate order.

The planning services of the contractor are supervised by the StadtRaum Trier office.

The project is managed by the city of Trier.

The measure "Integrated bicycle and regional rail transport axis, surroundings of Pallien station" is spatially and spatially linked to the reactivation of the DB West line for local passenger transport.

Project meetings with third parties (authorities, line operators, transport companies, DB AG, other specialist planners) usually take place with the participation of StadtRaum Trier and project management and must be coordinated accordingly.
