The feasibility study consists of two parts. The first concerns the priority renovation works for each building and the second, the complete energy improvement of the envelopes and the "development potential" with the aim of showing the client the programmatic possibilities on the three buildings and their plot for large-scale renovation work, with a view to energy performance and sustainability. The three buildings have a total of 132 occupied social housing units.
The contract aims to appoint a multidisciplinary team composed of an architect, a stability engineer, a special technical engineer and an EPB advisor in charge of the study and monitoring of the work resulting from a feasibility study composed of two parts.
The first concerns the priority renovation works for each building and the second, the complete energy improvement of the envelopes and the "development potential" with the aim of showing the client the programmatic possibilities on the three buildings and their plot for large-scale renovation work, with a view to energy performance and sustainability. The three buildings are located on the territories of the municipalities of Ixelles and Uccle in two distinct districts. The "Cambre" located avenue du Bois de la Cambre 76-88 and the "Mélèze" located rue Louis Ernotte 61-63 in the district of "Potager Ernotte" in Ixelles. The "Ballegeer" located rue Jean Ballegeer 69 in the district of "Homborch" in 1180 Uccle.

The maximum budget for the works (firm tranche and conditional tranche) is € 19,530,688 excluding VAT (including possible demolition, including surroundings, excluding fees, excluding applicants, excluding various taxes, etc.) of which an estimated budget for priority works is € 3,803,130 excluding VAT (including possible demolition, including surroundings, excluding fees, excluding applicants, excluding various taxes, etc.).

The contract is made according to the restricted procedure technique.
The contracting authority wishes to have a direct contractual link with the multidisciplinary team. In the event that the specific staff necessary to carry out all the planned tasks are not found within the same professional structure, a team of participants is constituted as a group of economic operators. The various natural or legal persons who compose it act jointly and severally on its behalf. The one who will represent the group vis-à-vis the contracting authority and who is responsible for coordinating the studies and services carried out by the other members of the association is the architect.
Applications that do not guarantee the client, from the selection phase, to benefit from this direct contractual link will be rejected.
Each member of the group of economic operators shall submit and sign its ESPD, by affixing a qualified electronic signature to the relevant filing report.
The group of economic operators shall also have the possibility to designate a principal to electronically sign the ESPDs of all economic operators in the group. In this case, the group shall attach to its application the power of attorney duly signed by each economic operator of the group.
The attention of economic operators submitting several applications (either in isolation and in grouping with other economic operators or in differently composed groupings) and of the groupings in which they would participate is drawn to the prohibition of multiple participations at the tendering stage by Article 54, § 2, of the Royal Decree of 18 April 2017. The consequence of this prohibition is that tenders submitted by bidders affected by multiple participation must all be rejected.
In the event of selection of two applications concerned by the multiple participation of an economic operator, the latter may submit a tender only in the context of one of the two applications. The candidates concerned must anticipate this situation to avoid the rejection of their offer.
In the event of multiple participation of one or more economic operators, the selection procedure shall be carried out as follows:
- as a first step, the contracting authority will analyse and provisionally classify the applications concerned, taking into account any duplication;
- secondly, it will inform the groups concerned by a risk of double supply and invite operators present in several groups to choose the one by which the offer is submitted;
- in a third step, it will proceed to the final ranking of the applications after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate a tender.
