Norges Bank Investment Management (NBIM) wants to enter into non-exclusive parallel Framework Agreements with minimum 2 and up to 3 providers for the purchase of network and security services (hardware and software) and related services.
The purpose of the RFP is also to award the first call-off which means to choose the preferred Network services provider for the Services during the duration of the Framework Agreement. The participants should note that the decision of the exact scope of the procurement will be subject to clarifications throughout the procurement, and that the scope as set out in this RFP, within the legal framework of the procurement regulations, thus may be adjusted. The estimated total value should only be considered as an estimate and should not in any way be considered binding upon NBIM, and thus the actual contract value may be higher or lower. The estimate is in no way binding for NBIM.

NBIM’s current strategy is to transition to cloud services to achieve scalability and efficiency. NBIM is a global organisation with approximately 500 employees in 5 offices — Oslo, New York, London Singapore and Shanghai. Due to the nature of the asset management processes, including trading and settlements, there are high requirements related to availability, security and performance of the infrastructure delivery.
NBIM Network Services provide connectivity services based on secure API’s and a self-service consumption model. The Platform features are focused on Network Automation and Virtual Network Functions, Assurance and Analytics, Security Enforcement, Operations and Optimisation, and Public Cloud. NBIM expects to increase the use of software network functions and require to consume licenses on demand.
The scope of this procurement is to acquire network and security hardware, software, optimization and professional services to support its requirements and evolving business needs, including:
1) Service Management;
2) Hardware/software Licence and Support;
3) Advanced Services.
