Senter for integritet i forsvarssektoren (the Centre for Integrity in the Defence Sector) (CIDS) in Norway works as a consulting body as part of Forsvarsdepartementet (the Ministry of Defence). CIDS' responsibilities include strengthening good governance, building integrity, and giving advice in key areas to reduce the risk of corruption or other unethical behaviour. The primary areas of relevance to ensuring continuously improved governance are:
• professionalism and integrity in civil service;
• personnel administration;
• conflict of interest;
• public access to information;
• acquisitions and purchases.
CIDS will carry out the contract with an International Expert on Public Administration on behalf of NOR MOD. NOR MOD will be regulated by contract.
CIDS is implementing a project financed by the Ministry of Foreign Affairs in order to promote integrity and good management in the western Balkans (Albania, Bosnia, Kosova, Montenegro, North-Macedonia). The contract duration will be three years with an option to extend for 2 years.
The international expert on public administration, hereafter called the consultant, will perform professional assistance in relation to the client, hereafter called Assistance.
The general goal of the project is to strengthen the professionalism and integration in the defence and security sectors within the three closely related areas:
• general integrity, framework;
• personnel administration;
• Public procurements PP).
