Description:
Higher-level planning and coordination services for the project planning of large-scale heat pumps

Higher-level approval planning and management, engineering and planning services, interface coordination and construction supervision for the project planning of large-scale heat pumps, heat storage, pump hall, recooling of an existing gas-engine power plant and the necessary access to the lake water of the Kiel Fjord.

Stadtwerke Kiel (SWK) operates a district heating network in the state capital of Kiel with a route length of approx. 350 km and around 7,000 customer connections for around 70,000 residential units.

As a regional heat supplier, SWK has a duty to meet the requirements of a climate-neutral heat transition. Therefore, SWK intends to build a heat pump system using the Kiel Fjord as an environmental heat source as a building block of the climate-neutral heat transition. This consists of at least one, possibly also two expansion stages, each with approx. 50 - 80 MW thermal feed-out capacity. In addition to the actual heat pump system, this also includes one, possibly also two heat storage tanks, each with approx. 1500 MWh heat storage capacity and the necessary infrastructure to be able to feed the generated heat into the district heating network. Commissioning is scheduled for mid-2028, with the second expansion stage of the heat pumps and the second heat storage tank not scheduled to go into operation until mid-2033.

The heat pump system is to be built on the northern part of the site of the former Kiel Joint Power Plant (GKK). The project area is directly adjacent to the southern boundary of the gas engine power plant of Stadtwerke Kiel. In recent years, Stadtwerke Kiel (SWK) has already had a new gas engine power plant built there directly on the Kiel Fjord (coastal power plant). The coastal power plant is used both to generate electricity and to supply the city of Kiel with district heating.

However, the air-cooled recooling systems installed for the coastal power plant deliver up to approx. 40% of the required recooling capacity of approx. 250 MW only unreliably. This results in restrictions, so that uncoupled power generation is currently not possible with the coastal power plant. In order to ensure the security of supply on the electricity side and in response to the flexibilisation of the energy markets, SWK is therefore striving to dissipate the excess process heat of the GHP by means of seawater from the Kiel Fjord as a recooling medium and to enable purely electricity-driven operation. Commissioning is scheduled for completion in mid-2028.

In order to use the Kiel Fjord as an environmental heat source and as a recooling medium, the existing inlet and outlet structures of the former GKK, which is currently being dismantled, are to be upgraded and reused.

The construction and assembly services of the project are awarded to one or more economic operators on the basis of basic engineering or detail engineering and the service descriptions of the higher-level planning and coordination services tendered here via Europe-wide tenders.

The depth of planning and coordination to be provided by the contractor results from the lot allocation concept. In the baseline scenario, this provides for a division of the entire project scope into several individual functional plant and connecting infrastructure lots. With the exception of the heat pump system, these are to be awarded to a general contractor, preferably with functional tenders. The heat pump system is in turn divided into several lots, whereby the heat pump modules are to be awarded to a heat pump supplier with a functional tender and the additional infrastructure required for the heat pump system with mass-related specifications for construction, plant and electrical engineering is to be awarded to other lot contractors in accordance with the requirements of the procured heat pump modules.

The basic scenario of the lot-awarding concept is to be finalized by the Contractor as part of the project processing with regard to the optimization of planning and construction times, so that the required depth of the planning and coordination services by the Contractor can change in the course of the project. The lot-awarding concept is described in the appendix "Lot-Awarding Concept".
