Hitra Municipality c/o the Follow-up Unit Hytra and Frøya would like to procure security guard services with special requirements concerning the individual security guards in relation to personal suitability, experience and competence. This means that through this contest the contracting authority will not procure general security guard services, but will procure security guard services from a company that can offer named, particularly suitable security guards (hereafter also referred to as ‘key personnel’).
The basis for this is described here:
A bit about the working day of the security service:
On Frøya, there is a small residential community with 3 main users. In addition, we have users living at home who we assist if they call at night, which is then assigned to the security company. While at work, the person sits at the common base where users enter and exit. Users often sit together day and night, watching films, drinking coffee and cooking when needed. Due to close user contact, it is therefore desirable to have a smaller number of people involved in the mission. It is important for the users to have a relationship with everyone who works here, which creates a positive experience and a calm environment throughout the shift.
The follow-up unit is therefore in need of staff who are confident in their role with this type of user, i.e. people with complex problems related to substance abuse and mental health. As a main rule, there will be 1 night shift worker on duty. The security guard company will also staff a night support/conversation telephone service. This requires that staff members have completed the First Aid for Suicide Prevention course (see requirement specification point 7.3). We would also like, preferably, a professional health background (education or professional experience), as we must be able to use the same company for leave that cannot be covered by permanent employees. Relationships are important, so there ought to be a limited number that are used. The night personnel will also carry out driven rounds to permanent users and, in addition, rounds in the neighbourhood in order to observe the youth milieu.
There are mainly fixed shift duties at night (both on weekdays and at weekends) that must be staffed. The duties consist of 11 hour shifts from 21.00 to 08.00. In addition there will periodically be a need for temporary security guards for the municipalities' own employees' leave. These shifts are for the period 08.00-21.00 on both weekdays and at weekends. Temporary security guards must be able to turn up at short notice (maximum 2 hours).
